«Ժամանակ» թերթը գրում է. «Եվրասիական տնտեսական միության տնտեսական հանձնաժողովի նորանշանակ նախագահ Տիգրան Սարգսյանը երեկ հանդիպել է ՌԴ վարչապետ Դմիտրի Մեդվեդեւի հետ, եւ նրանք պայմանավորվել են հաճախ հանդիպել: Տիգրան Սարգսյանի այդ հանդիպման մասին հաղորդագրությունը ՀՀԿ-ում բավական արագորեն տարածում էին կուսակցության մի շարք ներկայացուցիչներ, որոնք, այսպես ասած, պատկանում են «ոչ հին գվարդիային», եւ որոնք Տիգրան Սարգսյանի գլխավորած կառավարության կազմում, այսպես ասած, նրա թիմն էին համարվում:

Այն, որ ԵՏՄ տնտեսական հանձնաժողովի, ըստ էության, ԵՏՄ կառավարության ղեկավարի պաշտոնին հայտնվելով՝ Տիգրան Սարգսյանը առնվազն որոշակիորեն վերականգնում էր իր գործոնը հայաստանյան քաղաքական կյանքում՝ կասկածից վեր էր: Մեդվեդեւի հետ նախօրեին տեղի ունեցած հանդիպման հայաստանյան սոցցանցային տարածումներից կարելի էր եզրակացնել, որ առնվազն քարոզչական մակարդակում Տիգրան Սարգսյանն իր նոր դերակատարումը օգտագործելու է այդ գործոնի ակտիվության համար:

Թե ինչքանով նա իրապես կարող է ազդեցիկ լինել, ինչքանով նա կարող է իրապես իր նոր պաշտոնը օգտագործել Հայաստանում ազդեցության համար՝ բնականաբար, շատ դժվար է ասել, քանի որ այստեղ ամեն ինչ կախված է եւ՛ Սերժ Սարգսյանի ցանկություններից ու մտադրություններից, եւ՛ նաեւ առաջին հերթին Ռուսաստանի: Եթե Ռուսաստանը չցանկանա, որ Սերժ Սարգսյանը ԵՏՄ տնտեսական հանձնաժողովի նախագահի պաշտոնը օգտագործի ներքաղաքական նկատառումներով, ապա դա բնականաբար տեղի չի ունենա: Սակայն շատ հավանական է, որ այս հարցում Ռուսաստանը, եթե անգամ ինքը չփորձի հենց Տիգրան Սարգսյանին ներգրավել Հայաստանի ներքաղաքական գործընթացների վրա ազդելու իր ակտիվ գործիքակազմում, ապա առնվազն դեմ չի լինի, որպեսզի Սերժ Սարգսյանը այդ ձեւով իրականացնի իր մտադրությունները: Իսկ թե ինչ մտադրություններ կարող է ունենալ Սերժ Սարգսյանը՝ սա արդեն ավանդաբար պարզ է դառնում միայն վերջին ժամերին կամ րոպեներին:

Երեւի թե մի բան հստակ է, որ շատ քիչ է Տիգրան Սարգսյանի, այսպես ասած, անմիջական ներգրավվածության հավանականությունը, քանի որ նա դեռեւս չորս տարի պետք է զբաղեցնի իր, այսպես ասած, վարչապետական պաշտոնը: Մյուս կողմից, սակայն, փետրվարի 12-ի ելույթը ցույց է տալիս, որ Սերժ Սարգսյանը պատրաստվում է ներիշխանական որոշակի երկարաժամկետ վերադասավորումների, եւ այս իմաստով Տիգրան Սարգսյանի 4 տարին կարող է լիովին տեղավորվել Սերժ Սարգսյանի ժամկետների մեջ:

Սերժ Սարգսյանը երեւի թե որոշել է Տիգրան Սարգսյանին պահել օպտիմալ հեռավորության վրա՝ ոչ օվկիանոսից այն կողմ, բայց նաեւ ոչ Հայաստանում: Այլ կերպ ասած, ԵՏՄ տնտեսական հանձնաժողովի պաշտոնը այս իմաստով դառնում է նախկին վարչապետի համար յուրօրինակ քաղաքական «օֆշոր», այսպես ասած՝ ազատ քաղաքական գործունեության գոտի:

Այս տեսանկյունից, հայաստանյան իշխանական համակարգին վաղուց բնորոշ է որոշակի մեխանիզմ՝ Հայաստանում, մեղմ ասած, խնդրահարույց ճանապարհով կուտակած կապիտալը դուրս հանել դեպի օֆշորային գոտիներ, գրանցել այնտեղ, իսկ հետո արդեն, այսպես ասած, լվացված ու մաքրված վերադարձնել Հայաստան տարբեր բիզնեսների նպատակով:

Երեւի թե տնտեսական այդ մեխանիզմը փորձ է արվում կիրառել նաեւ քաղաքականության մեջ եւ «օֆշորներով» անցկացնել նաեւ քաղաքական ռեսուրսները»:
