«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունը հանրային քննարկման է ներկայացրել «Հայաստանի Հանրապետության և Ադրբեջանի Հանրապետության միջև պետական սահմանի սահմանազատման փաստաթղթերի ձևակերպման և հրատարակման կարգի մասին, պետական սահմանի սահմանազատման քարտեզի ստեղծման կարգի մասին, պետական սահմանի սահմանազատման ընթացքում սահմանազատման փորձագիտական խմբերի աշխատանքի կարգի մասին ուղեցույցները հաստատելու մասին» նախագիծը։

Հայաստանի Հանրապետության վարչապետի 2022 թվականի մայիսի 24-ի թիվ 570Ա որոշմամբ հաստատվել է Հայաստանի Հանրապետության և Ադրբեջանի Հանրապետության միջև պետական սահմանի սահմանազատման և սահմանային անվտանգության հարցերով հանձնաժողովի անհատական կազմը: Հանձնաժողովի նպատակն է Հայաստանի և Ադրբեջանի միջև սահմանազատման և սահմանագծման գործընթացների ապահովումն ու սահմանային անվտանգության հարցերի լուծումը:

2024 թվականի օգոստոսի 30-ին Հայաստանի Հանրապետության և Ադրբեջանի Հանրապետության միջև պետական սահմանի սահմանազատումն իրականացնելու նպատակով ստորագրվել է «Հայաստանի Հանրապետության և Ադրբեջանի Հանրապետության միջև պետական սահմանի սահմանազատման և սահմանային անվտանգության հարցերով հանձնաժողովի ու Ադրբեջանի Հանրապետության և Հայաստանի Հանրապետության միջև պետական սահմանի սահմանազատման պետական հանձնաժողովի համատեղ գործունեության մասին» կանոնակարգը։ Կանոնակարգի համաձայն՝ երկու պետությունների հանձնաժողովների համատեղ բնականոն գործունեությունն ապահովելու նպատակով նախատեսվում է ընդունել ոլորտային աշխատանքների իրականացման ուղեցույցներ։

Նախագծով առաջարկվում է կառավարության որոշմամբ հաստատել Հայաստանի և Ադրբեջանի միջև պետական սահմանի սահմանազատման փաստաթղթերի ձևակերպման և հրատարակման կարգի մասին ուղեցույցը, պետական սահմանի սահմանազատման քարտեզի ստեղծման կարգի մասին ուղեցույցը, ինչպես նաև պետական սահմանի սահմանազատման ընթացքում սահմանազատման փորձագիտական խմբերի աշխատանքի կարգի մասին ուղեցույցը։

Ըստ նախարարության, նախագծի ընդունումը կարևոր քայլ կլինի հանձնաժողովների աշխատանքի կազմակերպման իրավական հիմքերի ամրագրման գործում, որի վրա հենվելով, հանձնաժողովները կկազմակերպեն իրենց հետագա գործունեությունը:

Ուղեցույցների ընդունման արդյունքում երկու երկրների սահմանազատման հանձնաժողովներին հնարավորություն է տրվում համատեղ գործունեության շարունակությունն իրականացնել համաձայնեցված ընթացակարգով և սահմանել սահմանազատման գործընթացում ոլորտային աշխատանքների իրականացման եղանակները։

Նախագծի ընդունման արդյունքում պետական բյուջեի եկամուտներում և ծախսերում փոփոխություններ չեն նախատեսվում:
