Կհստակեցվի կենսաթոշակը լիազորագրով վճարելու ընթացակարգը. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2011 թվականի մայիսի 5-ի թիվ 670-Ն որոշման մեջ։
Կենսաթոշակների և պետական նպաստների՝ բացառապես անկանխիկ եղանակով վճարման համակարգը ներդրվեց 2026 թվականի ապրիլի 1-ից։ Կենսաթոշակների և պետական նպաստների՝ բացառապես անկանխիկ եղանակով վճարման գործընթացի անխափանությունն իր ինքնուրույն գործողություններով բանկային նվազագույն ծառայություններից ամբողջ ծավալով օգտվելու հնարավորություն չունեցող շահառուների (տեղաշարժման, տեսողական կամ այլ խնդիրներ ունեցող) համար ապահովելու նպատակով անհրաժեշտ է ներդնել բանկային քարտով սպասարկման հետ կապված հարմարեցված մեխանիզմներ:
Խնդիրն ունի 2 տարբեր խումբ լուծում։ Մի դեպքում հարկ է կառավարության 2020 թվականի մարտի 12-ի N 284-Ն որոշմամբ սահմանված՝ աշխատանքի և սոցիալական հարցերի նախարարության միասնական սոցիալական ծառայության և բանկի միջև կնքվող սոցիալական ապահովության հաշվի պայմանագրի օրինակելի ձևում վերանայել ծառայության և բանկի գործառույթները՝ քննարկվող մեխանիզմների ներդրումն ապահովելու նպատակով: Մյուս դեպքում՝ խնդրի ամբողջական լուծման համար առաջնահերթ է առաջին քայլը՝ իր ինքնուրույն գործողություններով բանկային նվազագույն ծառայություններից ամբողջ ծավալով օգտվելու հնարավորություն չունեցող շահառուների ի հայտ բերելը։
Կառավարության թիվ 670-Ն որոշմամբ սահմանված է կենսաթոշակի, պատվովճարի, ամենամսյա պարգևավճարի, ծերության նպաստի, հաշմանդամության նպաստի, կերակրողին կորցնելու դեպքում նպաստի, վնասի փոխհատուցման գումարների վճարման կարգը։ Սրանք այն վճարատեսակներն են, որոնք վճարվում են կենսաթոշակների վճարման համար սահմանված կարգով՝ սոցիալական ապահովության հաշվի միջոցով։ Իրավակիրառ պրակտիկայից ելնելով՝ անհրաժեշտություն է առաջացել հստակեցնել կենսաթոշակը լիազորագրով վճարելու ընթացակարգը։
Նախագծով առաջարկվում է հստակեցնել սոցիալապես խոցելի կենսաթոշակառուներին ի հայտ բերելու մեխանիզմները՝ գրավոր կամ բանավոր կամ այլ անձի միջոցով ծառայությանը ներկայացված դիմումի միջոցով, սոցիալապես խոցելի կենսաթոշակառուների համար լիազոր մարմնի ներկայացուցչի ծառայությունից օգտվելու հնարավորություն նախատեսել նաև այն դեպքում, երբ օրենսդրությամբ նախատեսված է կենսաթոշակին առնչվող ցանկացած դիմում անձամբ ներկայացնելու պահանջ, սակայն անձը չի կարող այդ պահանջը կատարել իր ինքնուրույն գործողություններով: Առաջարկվում է նաև հաշվառել կենսաթոշակառուի՝ գրավոր կամ բանավոր կամ այլ անձի միջոցով ծառայությանը դիմելուն առնչվող տեղեկատվությունը, հստակեցնել, որ կենսաթոշակը լիազորագրով վճարելիս վճարման ցուցակ են ներառվում կենսաթոշակառուի տվյալները։
