ԱՄՆ-ում խստացվել են գրին քարտի տրամադրման կանոնները

Դոնալդ Թրամփի վարչակազմը խստացրել է Միացյալ Նահանգներում մշտական բնակության իրավունք տվող կացության կարգավիճակի՝ գրին քարտի ստացման կարգը։

Քաղաքացիության և ներգաղթի հարցերով զբաղվող ԱՄՆ քաղաքացիության և ներգաղթի ծառայություն գերատեսչությունը տեղեկացրել է, որ այսուհետ դիմորդների մեծ մասը հայտի ներկայացման պահին չի կարող գտնվել ԱՄՆ տարածքում և պարտավոր կլինի փաստաթղթերը ներկայացնել արտերկրից։

«Այսուհետ այն օտարերկրացին, ով ժամանակավորապես գտնվում է ԱՄՆ-ում և ցանկանում է գրին քարտ ստանալ, պետք է վերադառնա հայրենիք՝ դիմում ներկայացնելու համար»,- պարզաբանել է ԱՄՆ քաղաքացիության և ներգաղթի ծառայությունի ներկայացուցիչ Զաք Քալերը։ Նրա փոխանցմամբ՝ բացառություններ հնարավոր են միայն «արտակարգ հանգամանքների» դեպքում։

«The Washington Post» թերթի տվյալներով՝ Միացյալ Նահանգները տարեկան տրամադրում է ավելի քան 1 միլիոն գրին քարտ, ընդ որում՝ մինչ այս դիմողների կեսից ավելին փաստաթղթերը ներկայացնում էր՝ արդեն իսկ գտնվելով երկրի ներսում։

ԱՄՆ քաղաքացիության և ներգաղթի ծառայությունի ներկայացուցչի պարզաբանմամբ՝ ոչ ներգաղթյալները, այդ թվում՝ ուսանողները, զբոսաշրջիկները և ժամանակավոր աշխատողները, ԱՄՆ են ժամանում որոշակի ժամկետով ու կոնկրետ նպատակով, որի ավարտից հետո պարտավոր են հեռանալ երկրից։ «Նրանց այցը չպետք է ծառայի որպես առաջին քայլ գրին քարտի ստացման գործընթացում»,- ընդգծել է Զաք Քալերը։

Սահմանված նոր կանոնի նպատակն է բացառել այնպիսի իրավիճակները, երբ օտարերկրացիները, գրին քարտի տրամադրման մերժում ստանալուց հետո, շարունակում են ԱՄՆ-ում մնալ անօրինական հիմունքներով, և ներգաղթային ծառայությունները ստիպված են լինում փնտրել նրանց՝ արտաքսումն իրականացնելու համար։

Թրամփն անօրինական միգրացիայի դեմ պայքարը դիտարկում է որպես իր նախագահության առաջնահերթություններից մեկը և հետևողականորեն սահմանափակում է ԱՄՆ օրինական ներգաղթի ուղիները։ Նախընտրական արշավի ընթացքում նա խոստացել էր երկրից վտարել միլիոնավոր անօրինական միգրանտների։ Արտաքսման ռեյդերի ժամանակ իշխանությունների կոշտ գործողությունները բազմիցս բողոքի ալիք են առաջացրել։
