«300 հազար մարդ դուրս գա՝ կհեռանամ». Փաշինյանի խոսքերը քաղաքական նոր վեճի պատճառ դարձան

ՔՊ-ի ղեկավար Նիկոլ Փաշինյանի վերջին հայտարարությունը, թե պատրաստ է հեռանալ իշխանությունից, եթե «300-500 հազար մարդ պահանջի դա», լայն քննարկումների պատճառ է դարձել քաղաքական ու հանրային շրջանակներում։ Փաշինյանը նշել էր, որ ինքը «ծառա» է և պարտավոր է կատարել ժողովրդի կամքը, եթե նման պահանջ ձևավորվի։

Սակայն այս հայտարարությունը բազմաթիվ հարցեր է առաջացրել։ Քաղաքական դաշտում շատերը ուշադրություն են հրավիրում այն հանգամանքի վրա, որ իշխանության և ժողովրդի հարաբերությունները չեն կարող սահմանափակվել «տեր ու ծառա» ձևակերպումներով, հատկապես այն պայմաններում, երբ հասարակության զգալի հատվածը սոցիալական ծանր վիճակում է, իսկ իշխանական վերնախավը հաճախ քննադատության է ենթարկվում շքեղ կյանքի, բարձր ծախսերի և հասարակությունից կտրված լինելու համար։

Past.am-ի դիտարկմամբ՝ առավել հետաքրքիր է Փաշինյանի նշած «300-500 հազար մարդու» չափանիշը։ Հանրային քննարկումներում արդեն հարց է հնչում՝ ինչպե՞ս է որոշվելու այդ թիվը։ Եթե խոսքը վերաբերում է հանրային տրամադրություններին, ապա ընդդիմադիր շրջանակները պնդում են, որ գործող իշխանության նկատմամբ դժգոհությունը շատ ավելի լայն է։ Եթե խոսքը ընտրությունների մասին է, ապա ակնհայտ է, որ առաջիկա քաղաքական գործընթացներում Փաշինյանի իշխանությունը կանգնելու է լուրջ փորձության առաջ։

Մյուս կողմից, եթե վարչապետի հայտարարությունը ենթադրում է փողոցային ճնշման միջոցով իշխանափոխություն, ապա դա նոր հարցեր է առաջացնում ժողովրդավարական մեխանիզմների վերաբերյալ։ Քաղաքական դիտորդները հիշեցնում են, որ հենց Նիկոլ Փաշինյանն էլ 2018 թվականին իշխանության եկավ փողոցային շարժման արդյունքում, սակայն տարիների ընթացքում բազմիցս հայտարարել է, որ ժողովրդավարության հիմնական գործիքը ընտրություններն են։

Այս ֆոնին ավելի հաճախ են հնչում տեսակետներ, որ Հայաստանի համար ամենակայուն և կանխատեսելի ճանապարհը շարունակում է մնալ ընտրական գործընթացների միջոցով իշխանության ձևավորումը, այլ ոչ թե փողոցային բախումների կամ ճնշումների մեթոդը։

Past.am-ի գնահատմամբ՝ հասարակության մեջ կուտակված դժգոհությունները պայմանավորված են ոչ միայն քաղաքական, այլ նաև սոցիալ-տնտեսական խնդիրներով։ Արցախյան պատերազմից հետո հանրային վստահության անկումը, տնտեսական դժվարությունները, գնաճը և ապագայի նկատմամբ անորոշությունը շարունակում են մնալ քաղաքական օրակարգի կարևոր թեմաներից։

Քննադատները պնդում են, որ գործող իշխանության տարիներին Հայաստանը բախվել է ծանր մարտահրավերների՝ պատերազմ, մարդկային կորուստներ, անվտանգային խնդիրներ և տնտեսական բարդություններ։ Իսկ իշխանության կողմնակիցները հակադարձում են, որ երկիրը շարունակում է անցնել բարդ վերափոխումների փուլով։

Մի բան, սակայն, ակնհայտ է. Նիկոլ Փաշինյանի յուրաքանչյուր նման հայտարարություն անմիջապես վերածվում է ներքաղաքական լուրջ քննարկման թեմայի՝ նորից բացելով հասարակության ներսում կուտակված հակասությունները և իշխանության նկատմամբ վերաբերմունքի հարցը։
