ԱՄՆ վարչակազմը փոխել է «Գրին քարտի» ստացման գործընթացը․ ինչպես է այն գործում

ԱՄՆ վարչակազմը լայնածավալ փոփոխություններ է կատարել «Գրին քարտի» գործընթացում։ Այժմ ԱՄՆ-ում մշտական բնակության համար դիմած օտարերկրացիների մեծ մասը ստիպված կլինի լքել երկիրը և վերստին դիմել արտասահմանյան հյուպատոսությունների միջոցով։
ԱՄՆ քաղաքացիության և ներգաղթի ծառայությունները (USCIS) հայտարարել են, որ Կանաչ քարտերը կտրամադրվեն երկրի ներսում միայն «բացառիկ դեպքերում»։
«Դրանք կարող են ներառել դիմորդներ, որոնք տնտեսական օգուտ են տրամադրում կամ այլ կերպ ազգային շահերից են բխում», - «Business Insider»-ին ասել է USCIS-ի անանուն աղբյուրը։ USCIS-ի աշխատակիցները պարտավոր կլինեն որոշում կայացնել յուրաքանչյուր դեպքի համար առանձին։
Անհայտ է, թե ինչպես է գործակալությունը որոշելու, թե ով կարող է դիմել կանաչ քարտի համար ԱՄՆ-ում գտնվելու ընթացքում և ով պետք է լինի երկրից դուրս։
Մշտական բնակության թույլտվությունների տրամադրման վերաբերյալ ԱՄՆ նոր քաղաքականությունը կարող է ազդել ավելի քան կես միլիոն մարդկանց վրա, ովքեր ամեն տարի դիմում են Կանաչ քարտերի համար՝ երկրում ժամանակավոր վիզաներով լինելու ընթացքում։
Մինչ օրս կանաչ քարտի դիմումները կարող էին ներկայացվել երկու եղանակով՝ ԱՄՆ-ի արտասահմանյան հյուպատոսարանում կամ USCIS-ում: ԱՄՆ-ում ժամանակավոր վիզայով բնակվելիս USCIS-ին դիմած մարդկանց մեծ մասը պարտավոր կլինի լքել երկիրը և դիմել արտասահմանում տեղակայված հյուպատոսարան: Բացի այդ, նման դիմումների մշակումը կարող է տևել ամիսներ կամ նույնիսկ տարիներ, ինչը զգալիորեն կազդի դիմորդների կյանքի վրա։
USCIS-ը պարզաբանել է, որ Միացյալ Նահանգներում Կանաչ քարտ ստանալ հնարավոր չէ, եթե արդեն երկրում եք ոչ ներգաղթային վիզայով: Սա վերաբերում է ուսանողական, աշխատանքային ու տուրիստական վիզաներին։
Միգրացիոն քաղաքականության ինստիտուտի տվյալներով՝ Միացյալ Նահանգներում Կանաչ քարտ ստացած 783,000 մարդկանց 53%-ը ԱՄՆ քաղաքացիների ընտանիքի անդամներ են կամ նրանք, ովքեր արդեն ունեին կանաչ քարտ: Քսանութ տոկոսը մշտական բնակության իրավունք է ստացել փախստականի կարգավիճակի միջոցով, իսկ ևս 15%-ը՝ աշխատանքի միջոցով: Այսպիսով, կանաչ քարտերի զգալի մասը տրամադրվում է արդեն Միացյալ Նահանգներում գտնվող մարդկանց «կարգավիճակի ճշգրտման» գործընթացի միջոցով:
Աշխատանքային վիզաներով Միացյալ Նահանգներում գտնվող օտարերկրացիները, որոնք փնտրում են կանաչ քարտ, կարող են հայտնվել հատկապես դժվարին իրավիճակում: Նոր միջոցառումները գրեթե անկասկած կազդեն նրանց վրա. նրանք ստիպված կլինեն լքել երկիրը՝ թողնելով իրենց աշխատանքը, որպեսզի արտասահմանից դիմեն մշտական բնակության համար:
Իրավիճակը կարող է փոխվել նաև ԱՄՆ քաղաքացիների և Կանաչ քարտի տերերի ամուսինների և ընտանիքի անդամների համար: Այս կատեգորիայի օտարերկրացիները ամենից հաճախ օգտագործում են կարգավիճակի ճշգրտումը՝ մշտական բնակություն ստանալու համար: Նույնը վերաբերում է նաև ԱՄՆ քաղաքացիների նշանածներին ու հարսնացուներին, որոնք երկիր են գալիս K-1 վիզաներով: Մարդկանց այս բոլոր խմբերը կարող են ստիպված լինել արտասահմանում սպասել Կանաչ քարտի որոշումներին։
