Հարկային օրենսգրքով ակնկալվում է հարկահավաքության ցուցանիշը բարձրացնել ՀՆԱ-ի 2.5 տոկոսի չափով. ԱՄՀ

Հարկային օրենսգրքի նախագիծը, որը 700 էջի է հասնում, հանրային քննարկումների փուլում է` Հարկային խորհրդի շրջանակներում: Փետրվարի 18-ին «Բարենպաստ գործարար միջավայր կայուն ձեռնարկությունների համար» խորագրով համաժողովին այս մասին հայտարարեց Արժույթի միջազգային հիմնադրամի հայաստանյան գրասենյակի ղեկավար Տերեսա Դաբան Սանչեսը:«Կառավարությունը հանձն է առել մինչ մարտի ավարտը նախագիծը ներկայացնել Ազգային ժող ովի քննարկմանը: Իմ ընկալմամբ` կարևոր օրենք է ու երեք ընթերցում է պահանջելու: Նախատեսվում է այն ընդունել 2017-ին ու գործարկել 2018 թվականից»,-«Արմենպրես»-ի հաղորդմամբ` ասաց Տերեսա Սանչեսը:
Խոսելով Հարկային օրենսգրքի անհրաժեշտության մասին` պաշտոնյան նկատեց, որ Հարկային օրենսգրքի մշակումն ու գործարկումը հավուր պատշաճի իրականացնելու պարագայում այն կարող է օգնել էապես ավելացնել հարկահավաքման ցուցանիշը Հայաստանում` միջնաժամկետ հեռանկարում այն բարձրացնելով ՀՆԱ-ի 2.5 տոկոսի չափով: «Հարկային օրենսգրքով փորձ է արվելու ավելացնել հավաքագրվող եկամուտները, ապահովել բյուջեի կայուն վիճակ ու երկրին հնարավորություն ընձեռել ենթակառուցվածքներում կատարել ներդրումներ: Հարկային օրենսգրքով հարկահավաքման կիզակետը տեղափոխվելու է արտադրությունից ու եկամուտներից դեպի սպառման ոլորտ` նպատակ ունենալով խթանել ձեռնարկատիրական գործունեությունն ու երկարաժամկետ հեռանկարում տնտեսական աճը»,-հայտնեց Սանչեսը:
Նրա դիտարկմամբ` Հարկային օրենսգրքի ներդրումն ուղղված է լինելու արդարության ու արդարացիության մակարդակի ամրապնդմանը, բոլորի համար տեսանելի ու թափանցիկ կանոններ ստեղծելուն, առավել խոցելիների համար պաշտպանության մեխանիզմներ մշակելուն: «Հարկային կարգապահությունը դյուրացնելու համար պետք է համակարգը պարզ ու կանխատեսելի դարձնել: Նպատակներից է Ավելացված արժեքի հարկի ավելացումը, որի հարկման բազան շատ նեղ է: Նպատակ է դրված լայնացնել բազան` դրանում ներգրավելով գործունեության մի քանի ոլորտներ, որոնք դրանից ազատված են` գյուղատնտեսո ւթյունը, առողջապահությունը, կրթությունը: Շահութահարկը դարձնել ավելի պարզ, լայն բազայով, միջազգային չափանիշներին համահունչ: Ինչ վերաբերում է ֆիզիկական անձանց եկամտահարկին, նպատակ է դրված ավելացնել բազան ու ներառել եկամտի` նրկայումս չընդգրկված տեսակները, օրինակ կապիտալի գործառնություններից ստացված եկամուտը ևս հարկել»,-ասաց Սանչեսը:
ԱՄՀ պաշտոնյայի խոսքով` կավելացվեն ծխախոտի, դիզելային վառելիքի, ալկոհոլի ակցիզային հարկերի դրույքաչափերը: Նա նաև անդրադարձավ փաստին, որ Հարկային օրենսգրքով հարկային վարչարարության բարելավման ծավալուն միջոցառումներ կիրականացվեն:
