«Բրիտանական The Guardian–ը օրերս նյութ է հրապարակել աշխարհի երկրների պարտքային բեռի մասին՝ Junilee Debt Camaign կենտրոնի հետազոտության հիման վրա։ Այդ պատմության մեջ մեզ հետաքրքրողն այն էր, Հայաստանը դասվել է փաստացի պարտքաին ճգնաժամ ունեցող 22 երկրների շարքում։ Այն, որ մեր պարտքային բեռը ծանր է, գաղտնքի չէ։ Սակայն որ ճգնաժամի մեջ ենք, դա նորություն էր։ Հետազոտության հեղինակները ճգնաժամային էին համարել այն երկրները, որտեղ արտաքին պարտքի գծով վճարումները գերազանցում են պետբյուջեի եկամուտների 15 %-ը։ Պաշտոնական տվյալներով մեզ մոտ այդ ցուցանիշը շուրջ 3 % է, իսկ ահա ըստ հետազոտության՝ 23.4%։ Սա նշանակում է, որ մենք արտաքին պարտքի սապասարկմանը 2013-ին ուղղել ենք 247.5 մլրդ դրամ (այն ժամանակվա փոխարժեքով կազմում է շուրջ 611 մլն դոլար)։
Գաղտնիքն այն է, որ այդ հետազոտության հեղինակները հաշվի են առել ոչ միայն տոկոսագումարները, այլ նաև մայր գումարի մարումները։ Իսկ երկրորդ «գաղտնիքն» այն է, որ նրանք հիմնվել են 2013–ի տվյալների վրա, երբ ՀՀ–ն վաղաժամկետ մարեց ՌԴ–ից ստացված 500 մլն դոլարի վարկը»,–գրում է թերթը։
