Էկոնոմիկայի նախարարությունն առաջարկում է լրացուցիչ աջակցություն տրամադրել ջերմատնային տնտեսություններին

Էկոնոմիկայի նախարարությունը շրջանառության մեջ է դրել կառավարության 2023 թվականի հուլիսի 27-ի N 1284-Լ որոշման մեջ փոփոխություններ կատարելու նախագիծը։ Նախաձեռնության նպատակն է լրացուցիչ աջակցություն տրամադրել ջերմատնային տնտեսություններին, որոնք խնդիրների են բախվել ռուսական շուկայում գործող սահմանափակումների հետևանքով։

Նախարարությունից նշում են, որ փոփոխությունների անհրաժեշտությունը պայմանավորված է ջերմատնային արտադրանք արտահանող տնտեսվարողների նկատմամբ «Ռոսսելխոզնադզոր»-ի կիրառած սահմանափակումներով, որոնք զգալի ազդեցություն են ունեցել ոլորտի գործունեության վրա։

Պաշտոնական տվյալների համաձայն՝ Հայաստանում ջերմատնային տնտեսությունների զարգացման աջակցության ծրագրի շրջանակում 2026 թվականի մայիսի 1-ի դրությամբ կնքվել է 20 պայմանագիր՝ ընդհանուր 91,45 հեկտար տարածքով ջերմատնային տնտեսություններ հիմնելու նպատակով։ Միայն 2026 թվականին կնքվել է ևս մեկ պայմանագիր՝ 5,116 հեկտար տարածքով նոր ջերմատուն ստեղծելու համար։

Քանի որ այդ տնտեսությունների արտադրանքի հիմնական շուկան Ռուսաստանի Դաշնությունն է, վերջին շրջանում կիրառվող սահմանափակումները լուրջ խնդիրներ են ստեղծել արտահանողների համար։ Արդյունքում բազմաթիվ տնտեսվարողներ բախվել են ֆինանսական դժվարությունների և պետական լրացուցիչ աջակցության անհրաժեշտության։

Նախագծով առաջարկվում է փոփոխել գործող վարկային պայմանները։ Մասնավորապես, վարկի մարման առավելագույն ժամկետը 8 տարվա փոխարեն սահմանել 9 տարի։ Միաժամանակ նախատեսվում է վարկի մայր գումարի և տոկոսների վճարման համար գործող առավելագույն 12-ամսյա արտոնյալ ժամկետը երկարացնել մինչև 18 ամիս։

Նախարարությունն առաջարկում է նաև, որ նոր կարգավորումները հետադարձ ուժ ունենան, որպեսզի ծրագրից արդեն օգտվող և ապագայում դիմող տնտեսվարողները գտնվեն հավասար պայմաններում։ Այս քայլը, ըստ հեղինակների, կօգնի մեղմել արտահանողների վրա սահմանափակումների բացասական ազդեցությունը։

Նշվում է նաև, որ առաջարկվող փոփոխությունների ընդունումը չի հանգեցնի պետական բյուջեի լրացուցիչ ծախսերի կամ եկամուտների փոփոխության։ Ծրագրի ֆինանսավորումը կիրականացվի արդեն իսկ նախատեսված բյուջետային միջոցների հաշվին։

Ակնկալվում է, որ նախաձեռնության իրականացումը կթեթևացնի ջերմատնային արտադրանք արտահանող տնտեսվարողների ֆինանսական բեռը և կօգնի հաղթահարել արտաքին շուկաներում առաջացած դժվարությունները։
