Հունիսի 5-ին տեղի է ունեցել Մարդու իրավունքների պաշտպանին առընթեր երեխաների իրավունքների պաշտպանության հարցերով հասարակական խորհրդի հերթական նիստը։ Նիստի օրակարգի թեմաներն են եղել անձնական տվյալների և հաշմանդամություն ունեցող անձանց իրավունքների պաշտպանությունը։

Նիստի բացման ընթացքում ՀՀ մարդու իրավունքների պաշտպան Անահիտ Մանասյանը կարևորել է երեխաների ակտիվ մասնակցությունն իրենց վերաբերող հարցերի քննարկման ու որոշումների կայացման գործընթացներին՝ ընդգծելով, որ երեխաների ձայնը պետք է լսելի լինի հասարակական կյանքի բոլոր ոլորտներում։

Անահիտ Մանասյանը ընդգծել է հատկապես թվային տեխնոլոգիաների արագ զարգացման պայմաններում անձնական տվյալների պաշտպանության կարևորությունը՝ շեշտադրելով, որ երեխաների իրազեկվածությունն ու կարողությունների զարգացումն այս ոլորտում առանձնահատուկ նշանակություն ունեն։

Պաշտպանը նշել է, որ խորհրդի գործունեությունը վաղուց արդեն դուրս է եկել միայն խորհրդակցական ձևաչափի շրջանակներից՝ դառնալով երեխաների ու երիտասարդների հզորացման, առաջնորդության զարգացման և իրավունքների պաշտպանության կարևոր հարթակ։ Անահիտ Մանասյանը նաև առանձնահատուկ կարևորել է այն հանգամանքը, որ խորհրդի նախկին անդամներից շատերը շարունակում են ներգրավված մնալ երեխաների ու երիտասարդների իրավունքների պաշտպանության ոլորտում՝ իրենց փորձն ու գիտելիքները փոխանցելով նոր սերնդին։

«Ձեզանից յուրաքանչյուրը ոչ միայն իրավունքների կրող է, այլև կարևոր դերակատար՝ երեխաների իրավունքների պաշտպանության և երիտասարդների հզորացման գործընթացներում։ Շատ կարևոր է, որ երիտասարդները ներգրավված լինեն իրենց վերաբերող որոշումների կայացման գործընթացներում և ակտիվորեն նպաստեն իրենց ձայնը լսելի դարձնելուն»,– նշել է Պաշտպանը։

Անահիտ Մանասյանը նաև անդրադարձել է խորհրդի անդամների ակտիվ մասնակցությանը ինչպես ներպետական, այնպես էլ միջազգային հարթակներում կազմակերպվող միջոցառումներին՝ ընդգծելով, որ նրանց գործունեությունը կարևոր ներդրում է ոչ միայն հաստատության, այլև ամբողջ երկրի համար։

Նիստի ընթացքում ՄԱԿ-ի զարգացման ծրագրի (ՄԱԶԾ) փորձագետ Գևորգ Հայրապետյանը ներկայացրել է անձնական տվյալների պաշտպանության ոլորտում կիրառվող հիմնական հասկացությունները, անձնական տվյալների տեսակները, ինչպես նաև տվյալների մշակման հիմնարար սկզբունքները՝ օրինականության, անհրաժեշտության և համաչափության ապահովման տեսանկյունից։

ՄԻՊ աշխատակազմի կոնվենցիոն մանդատների ապահովման վարչության հաշմանդամություն ունեցող անձանց իրավունքների պաշտպանության բաժնի գլխավոր մասնագետ Յուրետա Գրիգորյանը ներկայացրել է հաշմանդամություն ունեցող անձանց իրավունքների պաշտպանության ոլորտում առկա խնդիրները և դրանց լուծման հնարավոր ուղիները։

Նիստն անցկացվել է հարցուպատասխանի ձևաչափով։ Քննարկումների ընթացքում անդրադարձ է կատարվել նաև երեխայի լավագույն շահի ապահովման, դպրոցներում բուլինգի և բռնության տարբեր դրսևորումների կանխարգելման, բացահայտման և արդյունավետ արձագանքման մեխանիզմներին, ինչպես նաև երեխաների իրավունքների պաշտպանությանն առնչվող այլ արդիական հարցերի։
