Ռոսսելխոզնադզորը 2026 թվականի հունիսի 12-ից սահմանափակում է Հայաստանից ծագող և առաքվող ամբողջ ենթակարանտինային արտադրանքի ներկրումը, ինչպես նաև դրա տարանցումը Ռուսաստանի տարածքով դեպի ԵԱՏՄ անդամ պետություններ։ Արգելքը կգործի մինչև առաքվող ապրանքների անվտանգության և հետագծելիության ապահովման կոնկրետ ալգորիթմի մշակումը։

«Որոշումը կայացվել է կարանտինային օբյեկտների համակարգված հայտնաբերման պատճառով։ Ծառայությունը, սկսած ընթացիկ տարվա մայիսից, փուլ առ փուլ սահմանափակել է հայկական ենթակարանտինային արտադրանքի առանձին տեսակների ներկրումը, ինչպես նաև բազմիցս հայկական կողմին տեղեկատվություն է ուղարկել մատակարարումների խախտումների վերաբերյալ։

Այնուամենայնիվ, կարանտինային օբյեկտների հայտնաբերման դեպքերը շարունակվում են։ Հունիսին հայտնաբերվել է Հայաստանից ստացված ընկույզի, չորացրած դեղձի և չորացրած լոլիկի մեջ կապրային բզեզով վարակման 3 դեպք։

Նշվածը վկայում է Հայաստանի լիազոր մարմնի կողմից անբավարար վերահսկողության մասին և անվստահություն է առաջացնում բուսասանիտարական հավաստագրման համակարգի նկատմամբ։ Հայաստանի կարանտինի և բույսերի պաշտպանության ծառայության գործունեության անարդյունավետությունը վտանգի տակ է դնում Ռուսաստանի և ԵԱՏՄ բուսասանիտարական բարեկեցությունը»,- գրված է հայտարարության մեջ:

Կապրային բզեզը պաշարների բազմակեր բզեզ է, որը բացակայում է Ռուսաստանի տարածքում։ Այն վնասում է հացահատիկային, յուղատու, ընդավոր, տեխնիկական մշակաբույսերի հատիկները և դրանց վերամշակման արտադրանքը, ինչպես նաև անտառային, դեկորատիվ և այլ մշակաբույսեր։ Կարող է վարակել հացահատիկի պահեստները, տրանսպորտային միջոցները, հումքի և ալյուրի պահեստները, ջրաղացները, համակցված կերերի գործարանները, հրուշակեղենի ֆաբրիկաները և գարեջրատների պահեստները։

«Այն ունակ է ոչնչացնել պահվող արտադրանքի մինչև 70%-ը։ Ռուսաստանի տարածքի համար տնտեսական վնասը կարող է արտահայտվել ոչ միայն բերքի կորստով, օջախների տեղայնացման և վերացման միջոցառումներով, այլև այն երկրների հետ արտահանման շուկաների հնարավոր կորստով, որտեղ այս վնասատուն բացակայող կարանտինային օբյեկտ է, ինչը կհանգեցնի արտահանվող հացահատիկային արտադրանքի ախտահանման համար լրացուցիչ տնտեսական ծախսերի»,- նշվում է հայտարարության մեջ:
