Միջազգային շուկայում Brent տեսակի նավթի գնի բարձրացումը պայմանավորված է նավթ արդյունահանող երկրների ձեռք բերած համաձայնությամբ: Այս մասին «Արմենպրես»-ի հետ զրույցում նշեց տնտեսագետ Գոռ Ծառուկյանը` մեկանաբանելով վերջին օրերին նավթի շուկայում գրանցված միտումները:

-Նավթի շուկայում գնի որոշակի բարձրացումը հիմնականում ի՞նչ գործոններով է պայմանավորված:

-Նավթ արդյունահանող երկրների քաղաքականության մեջ հետաքրքիր զարգացումներ են նկատվում: Ամենակարևորը Վենեսուելայի նախաձեռնությամբ Ռուսաստանի, Սաուդյան Արաբիայի ներկայացուցիչների հանդիպումն էր: Բացի Իրանից, մյուս նավթ արդյունահանող երկրները որոշեցին որոշակի մակարդակ սահմանել, որ դրանից ավելի արդյունահանում չլինի: Եվ նախանշեցին հունվարի 11-ի ցուցանիշները: Ի դեպ, դա պատահական չէր: Իրանի նկատմամբ պատժամիջոցները հանվել են հունվարի 16-ին, այսինքն` նավթ արդյունահանող երկրները վերցնում են այնպիսի օրվա մակարդակ, երբ այդ ժամանակ Իրանը նավթի շ ուկայում մեծ սեգմենտ չէր գրավում: Առաջին հայացքից Իրանը դրան բացասաբար վերաբերեց: Այդ հայատարարությունից հետո նկատվեց նավթի գների անկում` հասնելով մինչև 32,5 դոլարի: Բայց Թեհրանում կայացած բանակցությունների արդյունքում պարզ դարձավ, որ Իրանը համաձայնել է աջակցել այդ համաձայանությանը: Թե ինչ փոխզիջումներ են արվել, դժվար է ասել, մանրամասները հայտնի չեն: Ահա այդ համաձայնության ֆոնին էլ սկսեցին նավթի գները բարձրանալ` հասնելով 35 դոլարի:

-Եթե նավթ արդյունահանող երկրների սահմանած մակարդակը պահպանվի, նավթի գների ինչպիսի՞ կանխատեսումներ կարող են լինել:

-Նավթի գինը դժվար ավելի բարձրանա: Եթե նավթ արդյունահանող երկրները նշված մակարդակը պահեն, ապա այն կտատանվի 30-40 դոլարի սահմաններում: Դժվար թե բարձրացումեր լինեն: Ինչ կլինի հետո, ով կխախտի համաձայնությունը պարզ կլինի ապագայում:

-Քանի որ Հայաստանը որոշակի կախվածություն ունի Ռուսաստանի տնտեսությունից, հետևաբար հետաքրքրում է, թե նավթի գնի բարձրացումը ի՞նչ ազդեցություն կունենա Ռուսաստանի տնտեսության վրա: Ի՞նչ դրական ազդակների սպասել:

-Եթե նավթի գինը 30-40 դոլարի սահմանում է մնում, ապա դա բարձրացում չէ: Իհարկե 29 դոլարի համեմատ բարձրացում է, բայց, ընդհանուր առմամբ, դա հավասարակշռության ապահովում է: Հաշվի առնելով այն, որ Ռուսաստանն իր բյուջեն հաշվարկել էր բարելի դիմաց 50 դոլար, հետևաբար եթե նույնիսկ 40 դոլարի սահմանին էլ հասնի, Ռուսաստանը կրկին խնդիրներ է ունենալու: Տնտեսական անկումը դժվար թե անխուսափելի լինի: Իմիջայլոց, միջազգային վարկանիշային գործակալությունները մեկ մյուսի հետևից բացասական կանխատեսումներ են տալիս Ռուսաստանի տնտեսության համար, մինչև 2,5-3 տոկոս տնտեսակ ան անկում է կանխատեսում: Հենց Ռուսաստանի տնտեսական զարգացման նախարարը կանխատեսել է 1 տոկոս անկում: Հետևաբար, այս փուլում կարող ենք ասել, որ վիճակի վատթարացում չի լինի, սակայն պետք չէ ակնկալել սպասված դրական արդյունքները:

Փետրվարի 17-ին Ռուսաստանը, Սաուդյան Արաբիան,Քաթարը եւ Վենեսուելան Դոհայում կայացած բանակցությունների արդյունքում հայտարարել են նավթի րդյունահանումը 2016թվականի միջին մակարդակին պահպանելու պատրաստակամության մասին:
