Ի՞նչ օրենք, ի՞նչ կարգավորումներ, ո՞ւմ են դրանք պետք. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Առիթ ունեցել ենք (և ոչ մեկ անգամ) նկատելու, որ Փաշինյանի իշխանավարման ընթացքում ու հատկապես վերջին շրջանում տեղի է ունենում գրեթե բոլոր պետական կառույցների գործառնական (ֆունկցիոնալ) զրոյացում և վարկաբեկում: Ըստ էության, բոլոր պետական մարմինները Հայաստանում ծառայում են բացառապես 1 նպատակի՝ սպասարկել Նիկոլ Փաշինյանի շահերն ու քմահաճույքները, հետապնդել բոլորին, ովքեր կհամարձակվեն «թթու խոսք» ասել նրան:
Օրերս միանգամայն տրամաբանական հարց ծագեց այն առնչությամբ, թե ինչպես է ԱԱԾ սահմանապահ ուժերի ծառայողական բնույթի տեսագրությունը («Զվարթնոց» օդանավակայանի՝ իրենց տեսագրող սարքով արված) հայտնվել լրատվական դաշտում՝ իշխանական քարոզչամիջոցում:
Նիկոլ Փաշինյանը նախօրեին այդ առնչությամբ շշմեցուցիչ հայտարարություն արեց. «ԱԱԾ աշխատակիցը կարող է որոշել ցանկացած բան՝ արտահոսի, թե չարտահոսի, ի՞նչ պրոբլեմ կա էդտեղ։ Այսինքն, իր տիրապետած ինֆորմացիան է, կուզի՝ կարտահոսի, կուզի՝ չի արտահոսի: Էն իրավասու անձինք, ովքեր ունեն իրավասություն էդ որոշումները կայացնելու, կարող են կայացնել...»:
Հասկացա՞ք: Այսինքն «ԱԱԾ աշխատակիցը», պարզվում է, լրիվ ինքնավար, ինքնագլուխ կարող է որոշել, թե ծառայության բերումով իրեն հայտնի դարձած տեղեկատվությունը (ինֆորմացիա, լուսանկար, տեսանյութ) ինչ անի: Կուզենա՞, «Յութուբում» կզետեղի, կուզենա՞, «Ֆեյսբուքում» կհրապարակի:
ԱԱԾ աշխատանքի մասին, ահա, նման պատկերացում ունի կամ, ավելի ճիշտ՝ նման պատկերացումը նորմալացնելու, սովորական մի բան համարելու նպատակ ունի ՔՊ ղեկավարը:
Լո՞ւրջ...
Իսկ եթե ԱԱԾ աշխատակիցը որոշի, որ այսինչ կամ այնինչ տեղեկությունը պիտի տիրապետի ինչպես ցանկանա, ասենք՝ ինչ-որ մեկին վաճառի, դա նորմա՞լ է: Չէ՞ որ, ըստ Փաշինյանի, ԱԱԾ աշխատակիցն ինքնագլուխ որոշում է՝ ինչպես վարվի դրա հետ:
Դա, իհարկե, անհեթեթություն է: Առավել ևս՝ ԱԱԾ-ի պարագայում, որտեղ տասնամյակներով մշակվել ու հղկվել են տեղեկությունների հավաքման, համակարգման, վերլուծության ու պահպանման հստակ կանոնակարգեր: Չկա նման բան, որ ծառայության բերումով ԱԱԾ որևէ աշխատակցի հայտնի դարձած տեղեկությունը, առավել ևս՝ ծառայողական բնույթի տեսագրությունը ԱԱԾ որևէ կամայական աշխատակցի ցանկությամբ հայտնվի որևէ լրատվամիջոցում: Ընդհանրապես, որևէ այլ տեղ, քան թույլատրելի է օրենքով: Իսկ եթե նման դեպք տեղի է ունեցել, ապա նման «աշխատակցի» գործունեությունը առնվազն արդեն պիտի առկախված լիներ, իսկ նրա գործողությունն էլ ծառայողական քննության առարկա պիտի դառնար: Չի դառնա, որովհետև ԱԱԾ որևէ աշխատակից ինքնագլուխ, առանց հրահանգի նման բան պարզապես չի կարող անել...
Հա, ի դեպ, ժամանակին որևէ ապօրինության հետ կապված Նիկոլ Փաշինյանը գոնե «կրուտիտներ» էր անում: Հիմա՝ էլ վերջ, ուղիղ ասում է՝ ինչ արել են, լավ են արել, այդպես է պետք: Շատ հետաքրքիր է, չէ՞...
