Ի՞նչ երաշխիքներ ունենք, որ քաղաքական համագործակցության անհրաժեշտությամբ չեն տարանաջատվի այլ նախարարություններ. Զոհրաբյան
Ազգային ժողովի արտահերթ նիստի ժամանակ քննարկվում է ավելի քան մեկ տարի առաջ ընդունված օրենքի, ըստ էության, չեղարկման հարցը: Բանն այն է, որ 2014 թ. նոյեմբերի 17-ին ԱԺ-ն փոփոխություն էր կատարել այն նույն օրենքում, որով այժմ առաջարկվում է ստեղծել Տարածքային կառավարման և զարգացման նախարարություն և Արտակարգ իրավիճակների նախարարություն:
Հիմնական զեկուցող Արդարադատության նախարար Արփինե Հովհաննիսյանի ելույթից հետո ԱԺԲՀԿ խմբակցության ղեկավար Նաիրա Զորհաբյանն ափսոսանք հայտնեց, որ օրինագիծը ներկայացնելու դժվար պարտականությունը դրվել է արդարադատության նախարար Արփինե Հովհաննիսյանի վրա, ապա հիշեց, որ այն ժամանակ կառավարությունը նույն 2 նախարարությունների միացումը հիմնավորվել էր ավելի օպտիմալ կառուցվածք ապահովելու և բյուջեների խնայողության անհրաժեշտությամբ: «Հիմա մենք ի՞նչ երաշխիքներ ունենք, որ վաղը կամ մյուս օրը քաղաքական համագործակցության անհրաժեշտությամբ չեն տարանաջատվի սպորտը՝ երիտասարդությունից, գիտությունը՝ կրթությունից և չեք կարծո՞ւմ, որ ի վերջո պետություն է և քաղաքական համագործակցության անհրաժեշտությունները պիտի բխեն պետական շահից և գնան այն խնդրի լուծմանը, ինչին պիտի միտված լինի կառավարության և իշխանության գործունեությունը՝ առավել օպտիմալացման: Ի վերջո, քանիցս ասվել է, որ մենք պետք է խնայենք բյուջեի միջոցները»,- ասաց ԲՀԿ ղեկավարը:
Ի պատասխան՝ Հովհաննիսյանը պարզաբանեց, թե քաղաքական համագործակցությունը ենթադրում է քաղաքական պայմաններ և դրանց արդյունքում առավել արդյունավետ աշխատելու վերաբերյալ տեսլական: Հղում անելով համաշխարհային պրակտիկային՝ վերջինս հիշեց, որ կան օրինակներ, երբ կոալիցիայի արդյունքում ստեղծվել են անգամ 30 նախարարություններ: Խոսելով օպտիմալացման մասին՝ նախարարը հստակեցեց, որ նոր Սահմանադրության 147-րդ հոդվածը նախանշում է նախարարությունների թիվը սահմանափակել 18-ով: Այլ կերպ ասած՝ բյուջեի միջոցների հետ կապված ոչինչ չի քննարկվում և աշխատանքն իրականացվելու է գոյություն ունեցող միջոցների հաշվին:
