«Փաստ» օրաթերթը գրում է.
Պաշտպանության նախարարությունն առաջարկում է լրացում և փոփոխություն կատարել կառավարության 2023 թվականի մարտի 23-ի N 383-Ն որոշման մեջ։ Որոշման նախագծի ընդունումը պայմանավորված է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում լրացումներ և փոփոխություններ կատարելու մասին» 2026 թվականի մայիսի 11-ի ՀO-201-Ն րենքով կատարված լրացումը կառավարության 2023 թվականի մարտի 23-ի թիվ 383-Ն որոշման մեջ իրացնելու անհրաժեշտությամբ: Որոշման նախագծի ընդունումը բխում է նաև վարչապետի՝ 2026 թվականին ընդունված որոշմամբ հաստատված ցանկի 5-րդ կետի կատարումն ապահովելու անհրաժեշտությունից:
«Զինվորական ծառայության և զինծառայողի կարգավիճակի մաինu» օրենքի 22-րդ հոդվածի 5-րդ մասը սահմանում էր, որ գիտության, կրթության, մշակույթի, արվեստի և սպորտի բնագավառներում նշանակալի նվաճումների, ինչպես նաև բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական (ԲՏՃՄ) ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորելու համար տարկետում չէր կարող տրվել այն քաղաքացուն, ով նախկինում տարկետում էր ստացել ուսումնառության ընթացքում զինվորական պատրաստություն անցնելու և ուսումնառության ավարտից հետո պաշտպանության նախարարության նշած վայրում և պայմաններով զինվորական ծառայություն անցնելու համար («Պատիվ ունեմ» ծրագիր):
Օրենքով կատարված լրացման համաձայն՝ նշված սահմանափակումը չի տարածվում այն քաղաքացու նկատմամբ, որին «Պատիվ ունեմ» ծրագրով տրված տարկետումը դադարեցվել է քաղաքացու առողջական վիճակի պատճառով: Այդ նպատակով անհրաժեշտություն է առաջացել բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորելու համար տարկետման տրման կարգը սահմանող կառավարության 2018 թվականի ապրիլի 12-ի թիվ 451-Ն որոշման մեջ իրացնել օրենքի պահանջը:
Նախագծով բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորելու համար տարկետում ստանալու իրավունք է սահմանվում այն քաղաքացիների համար, որոնց «Պատիվ ունեմ» ծրագրով տրված տարկետումը դադարեցվել է քաղաքացու առողջական վիճակի պատճառով:
Նախագծի ընդունման կապակցությամբ լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն չի առաջանում:
