2026 թվականի հուլիսի 1-ին Ղազախստանում ուժի մեջ է մտել հանրաքվեով ընդունված նոր Սահմանադրությունը։ 1995 թվականի օգոստոսի 30-ի նախկին Սահմանադրությունը չեղյալ է հայտարարվել։

Երկպալատ խորհրդարանը, որը բաղկացած է Մաջիլիից և Սենատից, նույնպես վերացվում է։

2026 թվականի մարտի 15-ին հանրաքվեով ընդունված Սահմանադրության հիմնական նորամուծություններից են փոխնախագահի պաշտոնի ներդրումը, խորհրդարանը կդառնա միապալատ և կկոչվի քուրուլթայ, որը կազմված կլինի 145 պատգամավորից և կընտրվի բացառապես կուսակցական հիմունքներով։ Բացի այդ, կստեղծվի Ղազախստանի բարձրագույն խորհրդատվական մարմին՝ Հալիք Քենեսին (Ժողովրդական խորհուրդ), որը կունենա օրենսդրական նախաձեռնություն, իսկ Ղազախստանի ժողովրդի ժողովը կվերացվի։

Քուրուլթայի ընտրությունները պետք է հայտարարվեն նախագահի կողմից մեկ ամսվա ընթացքում և անցկացվեն Սահմանադրության ուժի մեջ մտնելուց հետո երկու ամսվա ընթացքում։ Ղազախստանի նախագահ Կասիմ-Ժոմարտ Տոկաեւը նախկինում հայտարարել էր, որ ընտրությունները կանցկացվեն օգոստոսին։

Առաջին գումարման քուրուլթայի առաջին նստաշրջանի բացումից հետո երկու ամսվա ընթացքում նախագահը պետք է նշանակի փոխնախագահ՝ խորհրդարանի համաձայնությամբ։

Սկզբում, նախագահ Տոկաևի նախաձեռնությամբ, Ղազախստանում նախատեսվել էին խորհրդարանական բարեփոխումներ, որոնց շրջանակներում երկպալատ խորհրդարանից անցում պետք է կատարվեր միապալատ խորհրդարանի։ Սակայն ավելի ուշ աշխատանքային խումբը էական փոփոխություններ էր մտցրել Հիմնական օրենքում, ինչը հանգեցրել էր նոր Սահմանադրություն ընդունելու որոշմանը։
