Նախարարությունը պարզաբանել է ՀՀ էլեկտրաէներգետիկ համակարգին տրամադրված ՀԲ վարկի բաղադրիչը

ՀՀ կառավարության կողմից հավանության արժանացած Էներգետիկ համակարգի առողջացման ծրագրում ընդգրկված են մի շարք միջոցառումներ, որոնք կոչված են ապահովելու բաց և թափանցիկ գնագոյացում էլեկրամատակարարման շղթայի բոլոր օղակներում, դրանց հստակ հաշվառում և կառավարում: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ էներգետիկայի և բնական պաշարների նախարարության տեղեկատվության և հսարակայնության հետ կապերի բաժնից, ծրագրի՝ Համաշխարհային բանկի կողմից ֆինանսավորվող բաղադրիչն անդրադառնում է ՀՀ էլեկտրաէներգետիկ համակարգի պետական ընկերությունների ֆինանսական ճեղքվածքի բարելավմանը:
Այդ ճեղքվածքի մի մասը (22,4 մլրդ դրամ), որն առաջացել է «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ի (ՀԷՑ) չվճարումների պատճառով, ներառվել է 2015թ. օգոստոսի 1-ից հաստատված սակագներում և վճարվում է յուրաքանչյուր ամիս: Ամբողջ գումարը կվճարվի մինչև 2016թ. հուլիսի 31-ը:
Միաժամանակ, ՀԷՑ-ի և այլ պարտապանների կողմից չվճարումների պարագայում ընկերություններն իրենց բնականոն գործունեությունն ապահովելու համար 2013-2015թթ. ստիպված են եղել ներգրավել առևտրային վարկեր և կուտակել չվճարված պարտավորություններ, որոնք մարվում են ՀԷՑ-ի կողմից պարտքերը վճարելուն զուգընթաց, սակայն չընդգրկվելով սակագնում:
Առողջացման ծրագրի շրջանակներում Համաշխարհային բանկի կողմից տրամադրվող վարկով կմարվեն ընկերությունների առևտրային բանկերում մնացած վարկերը և «Գազպրոմ Արմենիա» ՓԲԸ-ի հանդեպ պարտքի մի մասը:
ՀՀ էլեկտրաէներգետիկ համակարգի պետական ընկերությունների բոլոր պարտքերի վերադարձը կապահովվի ՀՀ օրենսդրությամբ նախատեսված դատական գործընթացների իրականացման ճանապարհով և որևէ կերպ չի կարող ընդգրկվել ընկերությունների սակագներում:
