Աջափնյակ մետրոյի կայարանի կառուցման ծրագիրը ստացել է Հայաստանի կառավարության ֆինանսական հաստատումը, և առաջիկա մեկ-երկու ամսվա ընթացքում կորոշվի դրա իրականացման հստակ ձևաչափը։ Երևանի քաղաքապետ Տիգրան Ավինյանը հուլիսի 6-ին գործակարգավարական նիստի ժամանակ հայտարարել է, որ կայարանի կառուցման նախագիծն ու նախահաշիվն արդեն պատրաստ են, և այն գործադիրի կողմից հաստատված ենթակառուցվածքային խոշոր փաթեթի ամենահասուն ու իրականացմանը մոտ գտնվող կոմպոնենտն է։

«Երևան քաղաքի երեք ծրագրերով հաստատել է 650 մլն դոլարի ենթակառուցվածքային ծրագրեր, որոնք ուղղվում են Աջափնյակի մետրոյի կայարանի կառուցմանը, մետրոպոլիտենի ամբողջական ենթակառուցվածքի ամբողջական արդիականացմանը, վերգետնյա տրանսպորտի վերջին փուլի էլեկտրական ավտոբուսների գնմանը, երկու դեպոների նորոգմանը, առանձնացված գծերի ներդրմանը և այստեղ ունենք նաև մի կարևոր կոմպոնենտ Դալմայի այգիների կառուցմանը»,- ասել է քաղաքապետը։

Ըստ Ավինյանի՝ Աջափնյակի կայարանի կառուցման մասով քաղաքային իշխանությունների համար առաջնային գործոնը ժամանակն է, քանի որ նախագիծը տասնամյակներով ձգձգվել է, և երկրից վերացել է նման խոշոր ինժեներական ծրագրերի կառավարման փորձառությունը։ Աշխատանքների արագությունն ու որակն ապահովելու համար անհրաժեշտ է լինելու ներգրավել միջազգային փորձ ունեցող շինարար-կառուցապատող և տեխնիկական հսկողություն իրականացնող ինժեներ։

«Առաջին հերթին մենք պատվիրել ենք նախագիծ և այսօր ունենք Աջափնյակ մետրոյի կայարանի նախագիծ և նախահաշիվ, բայց նաև պետք է հասկանալ, որ որևէ մի ծրագիր, որ չես իրականացնում տասնամյակներով, դրա գիտելիքը և դրա կառավարման կարողությունը վերանում է երկրից, և մեր ձգձգումները միայն այս խնդրի հետ են կապված։ Մենք, կարելի է ասել, ընդհանրապես չունենք կարողություն այս տեսակ ծրագրեր իրականացնելու, բայց այս կարողությունը նաև այս պրոցեսում որոշ չափով կառուցել ենք և շարունակելու ենք կառուցել։ Ամենակարևոր գործոնը մեզ համար ժամանակն է։ Այս բոլոր ծրագրերում ժամանակից ավելի կարևոր գործոն մեր համար չկա։ Այո՛, փողը կա»,- ասել է Ավինյանը։

Առաջիկա երկու ամսում քաղաքապետարանը պետք է պատասխանի այն հարցին, թե արդյոք հնարավոր է նախագիծն առաջ տանել միջազգային ֆինանսական գործընկերներից մեկի հետ, թե պետք է անցնել ուղիղ բյուջետային ֆինանսավորման, որի գործիքակազմը ֆինանսների նախարարությունն ունի։ Ավինյանը հանձնարարել է հստակեցնել միջազգային գործընկերոջ վերջնական դիրքորոշման ժամկետները, որպեսզի հստակեցվեն օտարումների և գնումների իրավական ընթացակարգերը և բացառվեն ժամանակի անհարկի կորուստները։
