Ժամանակի անխուսափելի հետհաշվարկը մեկնարկել է

Սահմանադրական դատարանի՝ հուլիսի 4-ին հրապարակած որոշումից հետո Հայաստանում ներքաղաքական ճգնաժամը նոր փուլ է մտել։

Ասում են, որ «Բարգավաճ Հայաստան» կուսակցությանը պատգամավորական մանդատներից զրկելու ԿԸՀ որոշումը ՍԴ կողմից ուժի մեջ թողնելը մեծ հիասթափություն է առաջացրել նույնիսկ իշխող «Քաղաքացիական պայմանագրի» արևմտամետ թևի որոշ առանցքային գործիչների շրջանում։ Սա շատ հետաքրքիր իրողություն է, քանի որ այդ մարդիկ գիտակցում են, որ, անկախ հանգամանքներից, իրենք անբաժանելի մասն են կազմում գործող իշխանական համակարգի և, հետևաբար, կիսում են դրա թե՛ քաղաքական, թե՛ իրավական պատասխանատվությունը։

Ընտրություններն արձանագրեցին մեկ այլ՝ շատ ավելի կարևոր իրողություն. գործող իշխանությունը, թեև պահպանել է առաջատարի դիրքը, զրկված է հասարակության ավելի քան 50%-ի վստահությունից և աջակցությունից։ Այն իշխանությունը, որը վերընտրվելու դեպքում հանրությանը խաղաղություն ու բարեկեցիկ կյանք էր խոստանում, այժմ՝ պաշտոնապես վերարտադրվելուց հետո, բախվել է իր իսկ քաղաքականության հետևանքով առաջացած սոցիալ-տնտեսական ճգնաժամին։ Չունենալով այդ մարտահրավերները հաղթահարելու արդյունավետ գործիքակազմ՝ հանրության ուշադրությունը շեղելու նպատակով իշխանությունը, կրկին դիմել է ռեպրեսիվ մեթոդների։

Հետևապես, խիստ կարևոր է, որ ձևավորված ընդիմադիր բևեռն ամբողջությամբ իրացնի խորհրդարանական քաղաքական պայքարի իր իրավունքը՝ վերցնելով մանդատները։ Հատկանշական է, որ մանդատներից հրաժարվելու թեզը առանձնահատուկ ոգևորություն է առաջացրել հենց իշխանական ճամբարում, որը շաբաթներ շարունակ ընդիմադիրներին ձեւավորվելիք խորհրդարանում սպառնում է «ծեծ ու ջարդով»։ Ուստի «Ուժեղ Հայաստան» կուսակցությունների դաշինքի նախընտրական ցուցակը գլխավորող Նարեկ Կարապետյանի՝ նախօրեին հնչեցրած այն դիրքորոշումը, թե քաղաքական պայքարը շարունակվելու է և՛ խորհրդարանում, և՛ անհրաժեշտության դեպքում՝ փողոցում, ռազմավարական առումով չափազանց տեղին էր։

Հայաստանում իշխանափոխության օրակարգը շարունակում է մնալ արդիական։ Դա խորապես գիտակցում են թե՛ հանրային վստահությունը զգալի չափով կորցրած իշխանությունը, թե՛ վճռականորեն պայքարի տրամադրված ընդիմությունը, թե՛ կենսամակարդակի բարելավում պահանջող հասարակությունը։

Ժամանակի անխուսափելի հետհաշվարկն արդեն մեկնարկել է, և այն, ի տարբերություն ընտրական գործընթացների, անհնար է կեղծել․․․
