Վերոնիկա Զոնաբենդի հայտարարությունը` կանանց  միջազգային  մարդասիրական պատվիրակության՝ Բաքու այցի նախապատրաստման շրջանակում.

«Ադրբեջանում պահվող հայ  բանտարկյալներին այցելելու նպատակով կանանց  միջազգային  մարդասիրական պատվիրակության՝ Բաքու այցի նախապատրաստման շրջանակում հրապարակային նամակներ եմ հղել միջազգային և պետական այն կառույցներին, որոնց մասնակցությունից  կարող է կախված լինել այցի կազմակերպումն ու  պատվիրակության անդամների անվտանգությունը։

Նախաձեռնության նպատակը բացառապես մարդասիրական է. հանդիպել Ադրբեջանի Հանրապետության օմբուդսմենի հետ, տեսակցել Ադրբեջանում պահվող Հայաստանի քաղաքացիներին, նրանց փոխանցել հարազատների նամակները, լուսանկարներն ու թույլատրելի  այլ անձնական իրեր։

Հենց այդ պատճառով կարևոր եմ համարում  հանդես գալ բաց և հրապարակային՝ պաշտոնական ու դիվանագիտական ուղիների միջոցով:

Առանձնահատուկ նշանակություն ունի հնարավոր այցի բոլոր փուլերի կանխատեսելիությունն ու համաձայնեցվածությունը՝ մուտքը Ադրբեջան, գերիների տեսակցության կազմակերպումը և պատվիրակության անդամների բարեհաջող վերադարձը։ Մասնակիցների և նրանց ընտանիքների համար կարևոր է իմանալ, որ նախաձեռնությունը  նախապատրաստվում է պաշտոնական ձևաչափով  և  անվտանգության երաշխիքների առկայությամբ, որպեսզի այն որևէ վտանգ չներկայացնի նրանց կյանքի և անվտանգության համար։

Այս նպատակով ես բաց նամակներով դիմել եմ՝

• Ադրբեջանի Հանրապետության մարդու իրավունքների  պաշտպան Սաբինա Ալիևային՝ խնդրելով աջակցել, որպեսզի այցը կազմակերպվի իր գրասենյակի հովանու ներքո և դրա իրականացման համար ստեղծվեն անհրաժեշտ պայմաններ։

• Կարմիր խաչի միջազգային կոմիտեի նախագահ Միրյանա Սպոլյարիչ Էգգերին՝ խնդրելով դիտարկել ԿԽՄԿ-ի մանդատի շրջանակում աջակցություն, խորհրդատվական օժանդակություն կամ մասնակցություն ցուցաբերելու հնարավորությունը։

• Հայաստանի Հանրապետության վարչապետ Նիկոլ Փաշինյանին՝ խնդրելով տեղեկացնել ՀՀ կառավարության կողմից հնարավոր քայլերի, համակարգման կամ գործնական աջակցության մասին։

• Եվրոպական միության արտաքին գործերի և անվտանգության քաղաքականության հարցերով բարձր ներկայացուցիչ Կայա Կալլասին՝ դիվանագիտական ուշադրության և եվրոպական կառույցների կողմից հնարավոր աջակցության խնդրանքով:

Երկարատև կալանքի տակ գտնվող մարդկանց համար նման նախաձեռնությունը մեծ նշանակություն ունի։ Նրանց առողջական վիճակը, պահման պայմանները և ընտանիքների հետ կապը չպետք է մատնվեն  անուշադրության կամ կախված լինեն  պատահականությունից։  Խոսքը մարդու հիմնարար իրավունքի մասին է՝ իմանալ, թե ինչ է տեղի ունենում իրենց հարազատների հետ,  նրանց աջակցության խոսքեր փոխանցելու  հնարավորություն ունենալ և համոզվել, որ իրենք մոռացված չեն»:
