Ընտրություններից հետո քաղաքական գլխավոր քննարկումներից մեկը դարձել է ապագա կառավարության կազմը։ Շրջանառվում են տարբեր անուններ, թե ովքեր կպահպանեն նախարարական պաշտոնները, ովքեր կհեռանան, ովքեր կստանան պատգամավորական մանդատ, իսկ ովքեր դուրս կմնան քաղաքական առաջին շարքից։ Նախորդ հրապարակմամբ անդրադարձել էինք նոր գումարման Ազգային ժողովի առաջին նիստի առանձնահատկություններին, իսկ այժմ ներկայացնենք, թե ինչ կարգով և ինչ ժամկետներում է ձևավորվելու նոր կառավարությունը։

ՀՀ Սահմանադրության համաձայն՝ Հանրապետության նախագահը նորընտիր Ազգային ժողովի լիազորությունների մեկնարկից անմիջապես հետո վարչապետ է նշանակում խորհրդարանական մեծամասնության կողմից առաջադրված թեկնածուին՝ Սահմանադրության 89-րդ հոդվածով սահմանված ընթացակարգով։ Սա նշանակում է, որ վարչապետի նշանակումը նախատեսվում է օգոստոսի 3-ին։

Թեև հիմնական օրենքը նախատեսում է, որ կառավարությունը պետք է ձևավորվի վարչապետի նշանակումից հետո 15 օրվա ընթացքում, գործնականում այդ գործընթացը, ամենայն հավանականությամբ, շատ ավելի արագ կավարտվի։ Սահմանադրությամբ սահմանված է, որ վարչապետը նշանակվելուց հետո հինգ օրվա ընթացքում Հանրապետության նախագահին ներկայացնում է փոխվարչապետների և նախարարների թեկնածությունները, իսկ նախագահը երեք օրվա ընթացքում կամ նշանակում է նրանց, կամ դիմում է Սահմանադրական դատարան։

Հաշվի առնելով նախորդ տարիների փորձը, երբ նախագահի կողմից համապատասխան հրամանագրերը ստորագրվում էին վարչապետի առաջարկները ստանալուց կարճ ժամանակ անց, կարելի է ենթադրել, որ կառավարության ամբողջ կազմը կհաստատվի առավելագույնը մինչև օգոստոսի 8-ը։

Կառավարության ձևավորումից հետո սկսվում է հաջորդ կարևոր փուլը։ Սահմանադրության համաձայն՝ վարչապետը 20-օրյա ժամկետում Ազգային ժողովի քննարկմանն է ներկայացնում կառավարության ծրագիրը։ Խորհրդարանը, իր հերթին, յոթ օրվա ընթացքում պետք է քվեարկությամբ որոշի՝ հավանություն տալ ծրագրին, թե ոչ։

Այս պահին դեռ պարզ չէ, թե կառավարությունը կօգտվի՞ օրենքով նախատեսված ամբողջ 20-օրյա ժամկետից, թե՞ ծրագիրը խորհրդարան կներկայացվի ավելի վաղ։ Եթե ընտրվի առավելագույն ժամկետի տարբերակը, ապա կառավարության ծրագրի քննարկումները, ամենայն հավանականությամբ, կկայանան օգոստոսի վերջին շաբաթվա ընթացքում։
