«Փաստ» օրաթերթը գրում է.

Արտաքին հետախուզության ծառայությունն առաջարկում է լրացումներ կատարել կառավարության 2013 թվականի հոկտեմբերի 3-ի թիվ 1130-Ն որոշման մեջ։ Համապատասխան որոշմամբ սահմանվում է Հայաստանի պետական սեփականություն հանդիսացող շենքերի և շինությունների (բացառությամբ գաղտնի աշխատանքների համար նախատեսված) տանիքներին ու ձեղնահարկերում կապի սարքավորումներ տեղակայելու և սպասարկելու վերաբերյալ համաձայնություն տալու և պայմանագրերի կնքման կարգը։ Որոշման համաձայն, պետական սեփականություն հանդիսացող շենքերի և շինությունների (բացառությամբ Ազգային անվտանգության ծառայության և Պաշտպանության նախարարության տնօրինությանը հանձնված շենքերի) տանիքներին ու ձեղնահարկերում կապի սարքավորումներ տեղակայելու հնարավորությունը դիտարկում և պայմանագիր կնքում է Պետական գույքի կառավարման կոմիտեն, իսկ ԱԱԾ-ի ու ՊՆ-ի տնօրինությանը հանձնված շենքերի ու շինությունների մասով՝ կապի սարքավորում տեղակայելու և սպասարկելու հնարավորությունը դիտարկում և պայմանագիր կնքում են վերջիններս։ Որոշմամբ սահմանվում է նաև, որ ԱԱԾ-ի ու ՊՆ-ի տնօրինությանը հանձնված շենքից մինչև 500 մետր հեռավորության պետական սեփականություն հանդիսացող շենքերի տանիքին կապի սարքավորում տեղակայելու և սպասարկելու համաձայնության տրամադրումը Կոմիտեն նախապես պետք է ստանա նաև ԱԱԾ-ի ու ՊՆ-ի համաձայնությունը, իսկ պատմամշակութային հու շարձանների դեպքում՝ ԿԳՄՍՆ-ի դրական կարծիքը։ Հաշվի առնելով Հայաստանի արտաքին հետախուզության ծառայության գործունեության անվտանգային ստանդարտները, մասնավորապես՝ ծառայության կապի, տեղեկատվական միջոցների անխափան շահագործման, կիբերպաշտպանության, տեխնիկական հետախուզության միջոցներից պաշտպանության ստանդարտների պահպանումը, ծառայության սեփական անվտանգության ապահովման և ծառայության բնականոն գործունեության ապահովման անհրաժեշտությունը՝ առաջարկվում է որոշման մեջ կատարել համապատասխան լրացումներ՝ ԱԱԾ-ի ու ՊՆ-ի մասով նախատեսված կարգավորումների տրամաբանությամբ առանձնահատուկ կարգավորում նախատեսելով նաև Հայաստանի արտաքին հետախուզության ծառայության (ԱՀԾ) մասով։ Որոշման ընդունման արդյունքում ԱՀԾ-ի տնօրինությանը հանձնված շենքերի տանիքներին ու ձեղնահարկերում կապի սարքավորումներ տեղակայելու հնարավորությունը կդիտարկի և օպերատորների հետ համապատասխան պայմանագիրը կկնքի ԱՀԾ-ն, իսկ ԱՀԾ-ի տնօրինությանը հանձնված շենք-շինություններից մինչև 500 մետր հեռավորության պետական սեփականություն հանդիսացող շենքերի տանիքին կապի սարքավորում տեղակայելու և սպասարկելու համաձայնություն տրամադրելուց առաջ Կոմիտեն կստանա ԱՀԾ-ի համաձայնությունը։
