Խաղողի օգտակարության ու դրա վերամշակումից ստացվող պրոդուկտների մասին գիտենք բոլորս: Գաղտնիք չէ, որ ստացվող պրոդուկտների դասին է պատկանում խաղողի օղին: Հիշյալ պրոդուկտը պատկանում է այն ապրանքների դասին, որոնց պահպանման պայմաններն ու պիտանելիության ժամկետը բավականին երկար է:
Մինչ այս ՀՀ գործող օրենսդրությամբ խաղողի օղիների արտադրության իրավունք ձեռք բերելու համար տնտեսվարող սուբյեկտը պետք է տարեկան 15 մլն դրամ տուրք վճարեր, ինչը շատ արտադրողների կաշկանդում էր, արդյունքում ականատեսն էինք, որ սպիրտային խմիչքների հայրենական արտադրողները խաղողի օղի գրեթե չէին արտադրում:
Վերոհիշյալը իր հետևանքներն էր թողնում նաև գինու արտադրության ոլորտի վրա, քանի որ գինու արտադրությամբ զբաղվողները հնարավորություն չէին ունենում գինու արտադրության համար ոչ պիտանի գինենյութը վերամշակելով արտադրել խաղողի օղի: Իսկ այդ ոչ պիտանի գինենյութը մոտավոր հաշվարկներվ կազմում է արտադրական ծավալների մեկ քառորդը: Բացի այդ կան խաղողի տեսակներ, որոնք պիտանի չեն գինու կամ կոնյակի արտադրության համար և կիրառվում են բացառապես օղու արդատրությունում, սակայն տուրքի բարձր լինելու պատճառով խաղողի օղու արտադրության ծավալները շատ փոքր են, ինչն էլ խոչընդոտում է տվյալ տեսակների խաղողի մթերմանը:
Վերը նշված խնդրի լուծմանն էր ուղղված օրերս ՀՀ կառավարության ընդունած որոշումը առ այն, որ խաղողի օղիների արտադրության իրավունք ձեռք բերելու համար տնտեսվարող սուբյեկտը այսուհետ տարեկան կվճարեն ոչ թե 15 մլն դրամ, այլ 50.000 դրամ: Կարելի է փաստել այս որոշումը էականորեն կավելացնի տվյալ գործունեությամբ զբաղվող ընկերությունների թիվը: Հայտնի իրողություն է, որ գինեգործական արտադրանքը մեր հիմնական արտահանվող արտադրատեսակներից է և, հաշվի առնելով նաև գյուղատնտեսության կառուցվածքային առանձնահատկություններն ու առկա ավանդույթները, ունի զարգացման մեծ պոտենցիալ:
