Եվրանեսթ ԽՎ-ի հիմնադրման օրվանից ադրբեջանական պատվիրակությունը հանդես է եկել հակահայկական գործունեությամբ

Բրյուսելում փետրվարի 18-ին տեղի է ունեցել Եվրանեսթ ԽՎ բյուրոյի հերթական նիստը, որին մասնակցել է Եվրանեսթ ԽՎ-ում հայկական պատվիրակության ղեկավար, վեհաժողովի փոխնախագահ Արտակ Զաքարյանը։
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովից, նիստում քննարկվել են 2016 թ. մարտի 21-23-ը տեղի ունենալիք հինգերորդ լիագումար նիստի օրակարգային խնդիրները։ Ի նկատի ունենալով Արևելյան գործընկերության շրջանակում ստեղծված իրավիճակը` բյուրոյում քննարկվել է նաև Եվրանեսթ ԽՎ կառուցվածքի ձևափոխման, վերջինիս կառույցներում ներգրավվածության ընդլայնմանն առնչվող հարցեր։
Առաջիկա լիագումար նիստում վեհաժողովը քննարկելու և հաստատման է ներկայացնելու չորս զեկույցներ` քաղաքական, տնտեսական, էներգետիկ և հումանիտար թեմաներով։ Քաղաքական հարցերի հանձնաժողովի անունից պատրաստվող զեկույցի համահեղինակն է ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը։ Զեկույցի վերտառությունն է «ԵՄ և Արևելյան գործընկերության անդամ-պետությունների արտաքին քաղաքականությունն ու նրանց անվտանգության արտաքին սպառնալիքները»։
Բյուրոյի նիստում քննարկվել է նաև ադրբեջանական պատվիրակությանը հետ վերադարձնելու նպատակով Վեհաժողովի համանախագահների Բաքու մեկնելու առաջարկը, որը նախապես քննարկվել էր նաև Եվրոպական խորհրդարանի քաղաքական խմբերի համատեղ խորհրդակցությունում։
Ադրբեջանի խորհրդարանը նախորդ տարվա հոկտեմբեր ամսին իր հատուկ նիստում, որպես դժգոհության քայլ` ուղղված Եվրախորհրդարանի կողմից Ադրբեջանի վերաբերյալ քննադատական բանաձևերի ընդունմանը, որոշում էր կայացրել դադարեցնել իր մասնակցությունը Եվրանեսթ ԽՎ-ի աշխատանքներին։ Այս հարցի վերաբերյալ իր ելույթում Արտակ Զաքարյանը հիշեցրել է բյուրոյի անդամներին, որ Եվրանեսթ ԽՎ-ի հիմնադրման առաջին իսկ օրվանից ադրբեջանական պատվիրակությունը հանդես է եկել հակահայկական գործունեությամբ և ապակառուցողական քայլերով շարունակ խաթարել է բազմակողմ խորհրդարան ական գործունեության տրամաբանությունից բխող համատեղ նախաձեռնությունները:
Հայկական պատվիրակության ղեկավարը նշել է, որ դեմ չեն լինի, եթե Եվրանեսթ ԽՎ-ի համանախագահները փորձեն հետ վերադարձնել ադրբեջանական պատվիրակությանը, բայց դա չպետք է լինի Եվրանեսթ ԽՎ հեղինակության հաշվին և չպետք է ոգևորի ադրբեջանցի խորհրդարանականներին՝ շարունակելու մարդու իրավունքների, ժողովրդավարության ու համաեվրոպական արժեքների դեմ ուղղված քաղաքականությունն ու գործընկեր պատվիրակություններին ուղղված շանտաժի դրսևորումները։ Արտակ Զաքարյանը կարևորել է հանգամանքը, որ ադրբեջանցիները, ի վերջո, հասկանան, որ ո՛չ Եվրանեսթ ԽՎ-ը և ոչ էլ մյոս խորհրդարանական ձևաչափերը կոնֆլիկտների կարգավորման հարթակներ չեն։
Արտակ Զաքարյանը հավաստիացրել է, որ հայկական պատվիրակությունը ադրբեջանական կողմին Եվրանեսթ ԽՎ-ի շրջանակում որևէ կերպ թույլ չի տալու աղավաղել ու խեղաթյուրել ղարաբաղա-ադրբեջանական խաղաղ կարգավորման գործընթացը ։
