Պարզվել է Երևանում բազմահարկ շենքի մարդատար վերելակի վթարի պատճառները. եռրկու անձի մեղադրանք է առաջադրվել

ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության Աջափնյակ և Դավթաշեն վարչական շրջանների քննչական բաժնում քննվող քրեական գործով պարզվել են Բաշինջաղյան փողոցի 2-րդ նրբանցքի 1-ին շենքի վերելակի խափանման պատճառները, որի հետեւանքով մահացել էր բնակչուհի, 1978թ. Հ.Շահբազյանը։ Բազմակողմանի քննության արդյունքներով՝ երկու անձի մեղադրանք է առաջադրվել։

Ավելի վաղ տեղեկացրել ենք, որ 2015թ. մարտի 21-ին՝ ժամը 13:45-ի սահմաններում, Երևան քաղաքի Բաշինջաղյան փողոցի 2-րդ նրբանցքի 1-ին շենքի վերելակը խափանվել էր, և խցիկը 11-րդ հարկից ընկել հորանը, ինչն անզգուշությամբ առաջացրել էր վերելակում գտնվող, 1978թ. ծնված Հ.Շահբազյանի մահը:

Դեպքի առթիվ ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության Աջափնյակ և Դավթաշեն վարչական շրջանների քննչական բաժնում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 157-րդ հոդվածի 2-րդ մասով (Տեխնիկայի անվտանգության կամ աշխատանքի պաշտպանության կանոնները խախտելը, որն անզգուշությամբ առաջացրել է տուժողի մահ)։

Քրեական գործով ձեռնարկված քննչական և դատավարական գործողությունների արդյունքում պարզվել է, որ նշված շենքի վերելակի արագության սահմանափակչի զսպանակը եղել է ապակարգավորված, ինչի հետեւանքով չեն գործել վերելակի արագության սահմանափակչից գործարկվող որսիչները, գործելու դեպքում խցիկի ընթացքը կարգելակվեր և այն կպահվեր ուղղորդների վրա: Արդյունքում՝ 2015 թվականի մարտի 21-ին՝ ժամը 13:45-ի սահմաններում, շահագործման ընթացքում վերելակը խափանվել է և 11-րդ հարկից ընկել է հորանը՝ դառնալով Երևան քաղաքի բնակչուհի Հ.Շահբազյանի մահվան պատճառ:

Կատարված բազմակողմանի, օբյեկտիվ նախաքննությամբ բավարար ապացույցներ են ձեռք բերվել, որ վերելակների անվտանգ տեխսպասարկման և շահագործման վերահսկման կազմակերպման համար պատասխանատուն «Աջափնյակ վերելակ» ՓԲԸ տնօրենն է, ով պատասխանատու եղել Երևան քաղաքի Բաշինջաղյան 2-րդ նրբանցք 1-ին շենքի մարդատար վերելակի տեխնիկական վիճակի զննման և անվտանգ շահագործման համար։

Նախնական քննության արդունքներով՝ տնօրենը, խախտելով Տեխնիկական անվտանգության ապահովման պետական կարգավորման մասին ՀՀ օրենքի 11-րդ հոդվածի պահանջները, չի նախաձեռնել կատարելու վերելակի՝ 2014 թվականի ամենամյա տեխնիկական անվտանգության փորձաքննությունը, ինչպես նաև չի վերահսկել վերելակի պարբերական տեխնիկական զննումը, որը էլեկտրամեխանիկի կողմից իրականացվել է ոչ պատշաճ' ի խախտումն ՀՀ կառավարության 2006 թվականի փետրվարի 9-ի «Վերելակների և դրանց շահագործման անվտանգության պահանջների տեխնիկական կանոնակարգը հաստատելու մասին» N 692-Ն որոշմամբ սահմանված պահանջների։

Մինչդատական վարույթում ձեռք բերված ապացույցների համակցությամբ՝ «Աջափնյակ վերելակ» ՓԲԸ տնօրենին և էլեկտրամեխանիկին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 157-րդ հոդվածի 2-րդ մասով:
