«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2016 թվականի սեպտեմբերի 22-ի թիվ 968-Ն որոշման մեջ։ Նախագծի ընդունման անհրաժեշտությունը պայմանավորված է տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեությունը կարգավորող իրավական դրույթների վերանայման, դրանց ֆինանսավորման և հաստիքային ապահովման մեխանիզմների կատարելագործման, ինչպես նաև ներառական կրթության համակարգի զարգացման արդյունքում կենտրոնների գործառույթների և սպասարկման շրջանակի ընդլայնմանը համապատասխան իրավական կարգավորումների ապահովման անհրաժեշտությամբ։

«Տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության ֆինանսավորման կարգը հաստատելու մասին» թիվ 968-Ն որոշմամբ հաստատված կարգով սահմանվում են կենտրոնների ֆինանսավորման հաշվարկման մեխանիզմները, այդ թվում՝ մանկավարժահոգեբանական անձնակազմի ֆինանսավորման հաշվարկման համար կիրառվող չափորոշիչները։ Գործող կարգավորմամբ կենտրոնների մանկավարժահոգեբանական անձնակազմի նվազագույն դրույքների թիվը հաշվարկվում է՝ ելնելով կենտրոնի սպասարկվող տարածքում սովորողների տարեկան միջին թվից՝ պայմանականորեն տարբերակելով կենտրոնները՝ որպես փոքր, միջին և մեծ կենտրոններ։ Սակայն գործող մոտեցմամբ 25 հազարից ավելի սովորող ունեցող բոլոր կենտրոնները ներառվում են նույն՝ «մեծ կենտրոն» խմբում, անկախ դրանց կողմից սպասարկվող սովորողների, կրթական կազմակերպությունների և իրականացվող ծառայությունների իրական ծավալներից։

Վերջին տարիներին տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության շրջանակն էականորեն ընդլայնվել է։ Մասնավորապես՝ 2022 թվականի սեպտեմբերի մեկից կենտրոնների կողմից սպասարկվող սովորողների թվին ավելացվել են նաև նախադպրոցական ուսումնական հաստատությունների սաները, իսկ 2023 թվականի սեպտեմբերի մեկից՝ նաև նախնական մասնագիտական (արհեստագործական) և միջին մասնագիտական կրթական ծրագրեր իրականացնող կազմակերպությունների սովորողները։ Նշված փոփոխությունների արդյունքում աճել է կենտրոնների սպասարկման շրջանակում ընդգրկված կրթական կազմակերպությունների, սովորողների թիվը, սակայն գործող ֆինանսավորման հաշվարկման չափորոշիչները, հաստիքային կառուցվածքը և աշխատավարձային գործակիցները չեն վերանայվել։ Բացի այդ, կենտրոնների գործառույթները ներկայում ներառում են նաև նախադպրոցական, նախնական և միջին մասնագիտական կրթական կազմակերպությունների հետ աշխատանք, մասնագիտական խորհրդատվություն և ներառական կրթության ապահովմանն ուղղված այլ գործառույթներ։

Նախագծի ընդունմամբ ակնկալվում է կատարելագործել տարածքային մանկավարժահոգեբանական աջակցության կենտրոնների գործունեության ֆինանսավորման և կազմակերպման մեխանիզմները։ Օրինակ՝ կապահովվի կենտրոնների դասակարգման առավել արդյունավետ մոտեցում՝ գործող «փոքր կենտրոն», «միջին կենտրոն» և «մեծ կենտրոն» չափորոշիչներին ավելացնելով «խոշոր կենտրոն» կատեգորիան, կվերանայվեն ֆինանսավորման հաշվարկման չափորոշիչները, հաստիքային կառուցվածքը և աշխատավարձային գործակիցները։

Նախագծի ընդունումը պետբյուջեում եկամուտների ավելացում կամ նվազեցում չի առաջացնի, իսկ ծախսերը կաճեն 198,519.5 հազար դրամով։
