Հայաստանին Հավաքական անվտանգության պայմանագրի կազմակերպությունում (ՀԱՊԿ) ձայնի իրավունքից հնարավոր զրկելու հարցը կարող է քննարկվել նոյեմբերի 11-ին Մոսկվայում կայանալիք կազմակերպության Հավաքական անվտանգության խորհրդի նիստում։ Այս մասին ՏԱՍՍ-ին տված հարցազրույցում հայտարարել է ՌԴ ԱԳ նախարարի տեղակալ Միխայիլ Գալուզինը։

«Կազմակերպության անդամներից մեկի նկատմամբ հնարավոր սահմանափակող միջոցների կիրառմանը վերաբերող ցանկացած որոշում ամբողջությամբ Հավաքական անվտանգության խորհրդի իրավասության շրջանակում է։ Խորհրդի կազմում ընդգրկված են ՀԱՊԿ անդամ պետությունների ղեկավարները, և այն իրավունք ունի նման որոշումներ ընդունելու՝ կազմակերպության կանոնադրության դրույթների հիման վրա»,– ասել է Գալուզինը։

Նրա խոսքով՝ այս հարցին վերաբերող համապատասխան դրույթները, մասնավորապես, ամրագրված են ՀԱՊԿ կանոնադրության 20-րդ և 25-րդ հոդվածներում։

«Խորհրդի հաջորդ նիստը կանցկացվի նոյեմբերի 11-ին Մոսկվայում»,– նշել է ՌԴ ԱԳ փոխնախարարը։

Գալուզինը նաև հայտարարել է, որ ՀԱՊԿ կանոնադրությունը միջազգային պայմանագիր է, և պետք է բարեխղճորեն կատարվի դրա բոլոր կողմերի կողմից, այդ թվում՝ կազմակերպության մարմինների գործունեության ֆինանսավորմանն ուղղված պարտավորությունը։

«Երևանի հրաժարումը կազմակերպության աշխատանքներին մասնակցելուց, և դրա բյուջեի վերաբերյալ ամենամյա որոշումները չստորագրելը նշանակում է միայն իրեն պատկանող իրավունքի չօգտագործում, սակայն դա չի դադարեցնում Հայաստանի՝ ազգային ներդրումը ժամանակին փոխանցելու պարտավորությունները»,– ասել է դիվանագետը։

Նրա խոսքով՝ միջազգային կազմակերպություններում նման դեպքերի համար նախատեսված են համապատասխան ընթացակարգեր, որոնք ամրագրված են հիմնարար փաստաթղթերում։

«ՀԱՊԿ-ը բացառություն չէ»,– հավելել է Գալուզինը։
