Ապօրինի ծագում ունեցող գույքի բռնագանձման համակարգը Հայաստանում արդեն լիարժեք գործում է։

Այս մասին Ազգային ժողովում կառավարության 2026-2031 թվականների գործունեության ծրագիրը ներկայացնելիս ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը։

 «Պետական և համայնքային շահերի պաշտպանության համակարգին զուգահեռ՝ արդեն իսկ 304 միլիարդ 182 միլիոն դրամի գույք և դրամական միջոցներ են վերադարձվել պետությանը»,- նշեց նա։

Վարչապետի խոսքով՝ Հայաստանի Հանրապետությունն արդեն մասնաբաժին ունի Զանգեզուրի պղնձամոլիբդենային կոմբինատում, Ամուլսարի նախագծում և «Վիվա Արմենիա»-ում։

 Նրա խոսքով՝ հազարավոր հեկտարներով հողեր, որոնք դե յուրե կամ դե ֆակտո ապօրինի կերպով սեփականաշնորհված էին, վերադարձվել են համայնքներին և Կառավարությանը, այդ թվում՝ բանակցությունների միջոցով։

Փաշինյանը նշեց, որ 2025 թվականի արդյունքներով ՀՀ պետական բյուջեի եկամուտները 2017 թվականի համեմատ ավելի քան կրկնապատկվել են։  

«Այդ մուտքերի մեջ, բացի տնտեսական աճից, էական դեր ունի ստվերի կրճատումը, որտեղ գեներացված ահռելի միջոցները պետական բյուջեի փոխարեն հեղափոխությունից առաջ հոսում էին բոլորիս հայտնի մարդկանց գրպանները»,- նշեց վարչապետը։  

Նրա խոսքով՝ Կառավարության 2026-2031 թվականների գործունեության ծրագրում ամրագրված է մինչև 2031 թվականը շուրջ 2 միլիարդ դոլարի ապօրինի ծագում ունեցող գույք պետությանը վերադարձնելու հրամայականը։  

Անդրադառնալով ՀԷՑ-ի, «Արարատ Ցեմենտ»-ի և Ծաղկաձորի ճոպանուղու շուրջ տեղի ունեցող գործընթացներին՝ վարչապետն ասաց, որ դրանք վկայում են, որ խնդիրը վերջնականապես լուծվելու է։  

«Այս գործընթացը կարևոր է կոռուպցիայի կանխարգելման և կոռուպցիայից զերծ պետության տեսլականի իրագործման համար»,- ասաց Փաշինյանը։  

Վարչապետը հավելեց՝ այսօր գործող ցանկացած պաշտոնյա՝ Կառավարության անդամ, պատգամավոր կամ հիմնարկի տնօրեն, որը իր առջև կունենա կոռուպցիոն գայթակղություններ և կտրվի այդ գայթակղությանը, պետք է վստահ լինի, որ ապօրինի կերպով ձեռք բերված ոչ մի գույք չի մնալու իր կամ իր ընտանիքի անդամների տիրապետության ներքո։
