Ավագ բուժաշխատողների անհատական լիցենզիա ստանալու վերջնաժամկետը կփոփոխվի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Առողջապահության նախարարությունն առաջարկում է փոփոխություններ կատարել մի շարք օրենքներում։ «Բնակչության բժշկական օգնության և սպասարկման մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» 2024 թվականի ապրիլի 11-ի ՀՕ-164-Ն օրենքով նախատեսված է Հայաստանում ներդնել բուժաշխատողների անհատական լիցենզավորման ինստիտուտը, որի համար անցումային դրույթներով սահմանված են հստակ ժամկետներ։ Մասնավորապես, օրենքի 12-րդ հոդվածով անցումային անհատական լիցենզիայի ուժի մեջ մտնելու ժամկետը նախատեսված է 2026 թվականի հունվարի 1-ը, իսկ անհատական լիցենզիայի համար՝ 2027 թվականի հունվարի 1-ը։

Անցումային անհատական լիցենզիայի տրամադրման գործընթացի վերլուծությունը ցույց է տվել, որ անհատական լիցենզավորման գործընթացի, այդ թվում՝ առողջապահության բնագավառի մասնագիտական գործունեության հիմնական մասնագիտություններով քննությունների պատշաճ կազմակերպման և անցկացման համար օրենքով սահմանված ժամկետը բավարար չէ, և այն անհրաժեշտ է վերանայել։ Մասնավորապես, քննությունը նախատեսվում է անցկացնել արհեստական բանականության հենքի վրա աշխատող հարթակի օգնությամբ, որին անցնելու համար որոշակի ժամանակահատված է պահանջվում։ Այս համատեքստում, անհրաժեշտ է վերանայել նաև «Վարչական իրա վա խախ տում նե րի վե րա բե ր յ ա լ օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին» 2024 թվականի ապրիլի 11-ի ՀՕ-167-Ն օրենքի 5-րդ հոդվածի 1-ին մասով նախատեսված ժամկետը։

Նախագծով առաջարկվում է անհատական լիցենզիայի ուժի մեջ մտնելու ժամկետը փոփոխել՝ 2027 թվականի հունվարի 1-ի փոխարեն սահմանելով 2027 թվականի հուլիսի 1-ը։ Բացի այդ, առաջարկվում է անհատական լիցենզիա ձեռք բերելու համար կենտրոնացված քննության մասնակցության հայտերի ներկայացման ժամկետ սահմանել 2027 թվականի հունվարի 1-ը, իսկ կենտրոնացված քննության անցկացումն իրականացնել մինչև 2027 թվականի հուլիսի 1-ը։ Ընդ որում՝ այս փոփոխության արդյունքում կփոխվի նաև ավագ բուժաշխատողների գործող շարունակական մասնագիտական զարգացման հավաստագրերի ժամկետը՝ այն երկարաձգելով մինչև 2027 թվականի հուլիսի 1-ը։

Այսպիսով՝ նախագծերի ընդունման արդյունքում նախատեսվում է օրենսդրությամբ նախատեսված ժամկետների փոփոխություն, որի արդյունքում ավագ բուժաշխատողների անհատական լիցենզիա ստանալու համար որպես վերջնաժամկետ սահմանվում է 2027 թվականի հուլիսի 1-ը, իսկ կենտրոնացված քննության հայտերի ներկայացման համար վերջնաժամկետ է սահմանվում 2027 թվականի հունվարի 1-ը։

Նախագծերի ընդունման կապակցությամբ պետական կամ տեղական ինքնակառավարման մարմնի բյուջեում ծախսերի և եկամուտների ավելացում կամ նվազեցում չի նախատեսվում:
