ԱՄՆ վարչակազմն Ադրբեջանը, Վրաստանը, Ղազախստանն ու Ուզբեկստանն ընդգրկել է այն պետությունների ցանկում, որոնք, Սպիտակ տան տվյալներով, օգնում են Չինաստանին շրջանցել ամերիկյան մաքսատուրքերը և պահպանել դեպի Միացյալ Նահանգներ ապրանքների արտահանումը:
«Վերաարտահանման մեծ խարդախություն» վերնագրով զեկույցում ավելի քան 40 պետություն բաժանված է երեք կատեգորիայի։ Ադրբեջանը, Վրաստանը, Ղազախստանը և Ուզբեկստանն ընդգրկվել են երրորդ կատեգորիայում։ Այն ներառում է համեմատաբար փոքր տնտեսություններ, որոնք կարող են Չինաստանին տրամադրել ազատ տնտեսական գոտիներ, նավահանգիստներ, սահմանային անցակետեր, պահեստներ, ապրանքների սահմանափակ վերամշակման հնարավորություններ, ինչպես նաև ոչ բավականաչափ խիստ մաքսային հսկողություն:
Զեկույցում նշվում է, որ Ադրբեջանն ու Վրաստանն ապահովում են երկաթուղային և ցամաքային տարանցում, բեռների համախմբում (կոնսոլիդացիա), ինչպես նաև ցամաքային ու ծովային երթուղիների միացում:
Ղազախստանի և Ուզբեկստանի ենթադրյալ դերի մասին կոնկրետ մանրամասներ չեն հաղորդվում։
Սպիտակ տան գնահատմամբ՝ երրորդ երկրների միջոցով չինական ապրանքների վերաարտահանման պատճառով ամերիկյան գանձարանի տարեկան կորուստները կարող են կազմել 40-ից մինչև 303 միլիարդ դոլար:
Նման սխեմաների դեմ պայքարելու համար ԱՄՆ վարչակազմը մտադրված է օգտագործել արհեստական բանականության վրա հիմնված America’s Detective Border համակարգը: Այն վերլուծելու է ապրանքների հայտարարագրված ծագումը, փոխադրման երթուղիները և բաղադրիչների վերաբերյալ տվյալները՝ հնարավոր խախտումները ժամանակին հայտնաբերելու նպատակով:
Փաստաթղթում նաև ընդգծվում է, որ Ադրբեջանը, Վրաստանը, Ղազախստանը և Ուզբեկստանը միաժամանակ մասնակցում են ինչպես չինական «Գոտի և ճանապարհ» նախաձեռնությանը, այնպես էլ ԱՄՆ-ի ու Եվրոպական միության հովանու ներքո իրականացվող «Միջին միջանցք» նախագծին:
Վաշինգտոնի առաջ քաշած մեղադրանքները կարող են լարվածություն առաջացնել ԱՄՆ-ի և նշված երկրների հարաբերություններում, ինչպես även բացասաբար անդրադառնալ տարածաշրջանում տնտեսական ու աշխարհաքաղաքական նախաձեռնությունների հետագա ընթացքի վրա:
