Պուտինը հաստատեց․ արտերկրում թաքնվողների համար խիստ սահմանափակումներ կգործեն

Ավելի վաղ հայտնել էինք, որ Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինը ստորագրել է հրամանագիր միջգերատեսչական հանձնաժողով ստեղծելու մասին, որի խնդիրն է լինելու ժամանակավոր սահմանափակումներ կիրառել արտերկրում գտնվող և դատական պատիժներից խուսափող անձանց նկատմամբ։
Փաստաթղթի համաձայն՝ նորաստեղծ կառույցի ղեկավարումը վստահվել է արդարադատության նախարար Կոնստանտին Չույչենկոյին։ Հանձնաժողովի կազմում ընդգրկվել են Արդարադատության նախարարության, Ներքին գործերի նախարարության, Դաշնային հարկային ծառայության, Անվտանգության դաշնային ծառայության, Ֆինանսական մոնիթորինգի դաշնային ծառայության, ինչպես նաև Գլխավոր դատախազության ներկայացուցիչները։
Նորաստեղծ մարմնի առանցքային գործառույթներից է արտերկիր տեղափոխված դատապարտյալների կալանավորված հաշիվներից նրանց ընտանիքներին ամենամսյա մարդասիրական օգնություն տրամադրելու հարցերի քննարկումը։ Հանձնաժողովն իրավունք ունի պետական և տեղական ինքնակառավարման մարմիններից, ինչպես նաև կազմակերպություններից պահանջել անհրաժեշտ տվյալներ՝ դիմող հարազատների իրավասությունները պարզելու և հատկացումների վերաբերյալ որոշումներ կայացնելու համար։ Նախորդ ամսվա վերջին Ռուսաստանի կառավարությունն արդեն սահմանել էր այդ գումարի չափը․ այն հավասար է նվազագույն աշխատավարձին և կազմում է ամսական 27 093 ռուբլի։
Նոր որոշումը հաջորդում է վերջին ամիսներին կատարված օրենսդրական փոփոխություններին։ Ամռանն ընդունված կարգավորումների համաձայն՝ իշխանությունները հնարավորություն են ստացել արգելանք կիրառել արտերկրում գտնվող և Ռուսաստանի շահերի դեմ ուղղված վարչական իրավախախտումներ թույլ տված անձանց գույքի ու բանկային հաշիվների նկատմամբ՝ առանց տուգանքի չափով պայմանավորված սահմանափակման։ Միաժամանակ, պատժից խուսափող քաղաքացիների համար սահմանափակվել են որպես անհատ ձեռնարկատեր գրանցվելու, տրանսպորտային միջոցներ և անշարժ գույք գրանցելու, ինչպես նաև վարկեր, լիցենզիաներ և առցանց պետական ծառայություններ ստանալու հնարավորությունները։
