ԵՄ-ն չի հաստատել Հայաստանի համար 2029-ի վիզաների ազատականացման ժամկետը․ ի՞նչ է իրականում ասել Բրյուսելը

Հայաստանի քաղաքացիների՝ Եվրամիություն առանց վիզայի մեկնելու հեռանկարի շուրջ նոր հայտարարություն է արվել Բրյուսելից։ Եվրոպական հանձնաժողովը չի հաստատել, որ Հայաստանի և ԵՄ-ի միջև վիզաների ազատականացումը կիրականացվի մինչև 2029 թվականը։

Սեպտեմբերի 7-ին Բրյուսելում կայացած ճեպազրույցի ժամանակ Եվրոպական հանձնաժողովի խոսնակ Պաուլա Պինյոյին հարց է ուղղվել՝ արդյոք իրատեսակա՞ն է, որ 2029 թվականին Հայաստանի քաղաքացիները կկարողանան առանց վիզայի մեկնել Եվրամիություն։ Պինյոն պատասխանել է, որ այս պահին չափազանց վաղ է որևէ կոնկրետ տարի նշելու համար։

Այս հայտարարությունը, սակայն, չի նշանակում, որ ԵՄ-ն հրաժարվել է Հայաստանի հետ վիզաների ազատականացման գործընթացից կամ մերժել է Հայաստանին։ Խոսքը կոնկրետ ժամկետի չհաստատման մասին է։

Հայաստանի կառավարությունը 2026-2031 թվականների ծրագրում 2029 թվականը դիտարկում է որպես նպատակ, որի ընթացքում նախատեսվում է հասնել ԵՄ-ի հետ վիզաների ազատականացմանը։ Վարչապետ Նիկոլ Փաշինյանն էլ նախկինում հայտարարել էր, որ ակնկալում է գործընթացի իրականացումը մինչև 2029 թվականը։ Սակայն այդ թվականը Եվրամիության կողմից համաձայնեցված վերջնաժամկետ չէ։

ԵՄ-ի և Հայաստանի միջև վիզաների ազատականացման երկխոսությունը պաշտոնապես մեկնարկել է 2024 թվականին։ 2025 թվականի նոյեմբերին Հայաստանին փոխանցվել է Վիզաների ազատականացման գործողությունների ծրագիրը, որը ներառում է մի շարք պահանջներ՝ կապված փաստաթղթերի անվտանգության, սահմանների կառավարման, միգրացիայի և ապաստանի համակարգի, հանրային անվտանգության, ինչպես նաև հիմնարար իրավունքների պաշտպանության հետ։

Այս գործընթացի կարևոր առանձնահատկությունն այն է, որ վիզաների ազատականացումը ավտոմատ կերպով չի կապվում որևէ նախապես սահմանված տարեթվի հետ։ Հայաստանի առաջընթացը պետք է գնահատվի իրականացված բարեփոխումների և սահմանված չափանիշների կատարման հիման վրա։

Ուստի սոցիալական ցանցերում տարածվող «Եվրոպան մերժեց Հայաստանին վիզաների ազատականացումը» ձևակերպումը ճիշտ չէ։ Ավելի ճիշտ է ասել, որ Բրյուսելը չի հաստատել 2029 թվականը որպես վիզաների ազատականացման կոնկրետ ժամկետ։

Այսպիսով, գործընթացը շարունակվում է, սակայն դրա վերջնական ժամկետը դեռ հայտնի չէ։ Հայաստանի համար այժմ առանցքային է գործողությունների ծրագրով նախատեսված պահանջների կատարումը, իսկ թե երբ հենց այդ գործընթացը կհանգեցնի առանց վիզայի ռեժիմի, ԵՄ-ն այս պահին չի կանխատեսում։

Past.am-ի դիտարկմամբ՝ այս պատմության ամենակարևոր տարբերությունն այն է, որ 2029-ը ներկայում Հայաստանի նպատակն է, ոչ թե ԵՄ-ի կողմից տրված խոստում կամ պաշտոնապես հաստատված ժամկետ։
