«Փաստ» օրաթերթը գրում է.

pressa24.ru–ն «Բանակ՝ առանց մարտական ոգու. ինչո՞ւ են հայ զինվորները մահանում նույնիսկ խաղաղության հռչակումից հետո» վերնագրով հոդվածում գրում է, որ հայկական հանրությունը ցնցված է բանակում ինքնասպանությունների, սպանությունների և վթարների պատճառով ոչ մարտական կորուստների աճի մասին լուրերից։ Վերջին տարիներին բանակում ոչ մարտական կորուստների աճը պայմանավորված է անձնակազմի պակասով, ոչ կանոնադրական հարաբերություններով, հենակետերի գերծանրաբեռնվածությամբ և վատ հոգեբանական վիճակով։ Այս տարվա առաջին յոթ ամսում ՀՀ զինված ուժերը գրանցել են ոչ մարտական պայմաններում 34 մահվան դեպք՝ ամբողջ 2025 թվականին արձանագրված 35-ի դիմաց։ Նույնիսկ արևմտամետ իրավապաշտպաններն են նշում, որ իշխանությունները օգտագործում են հաշվարկման այնպիսի մեթոդ, որը թույլ է տալիս արդյունավետորեն թաքցնել ոչ մարտական կորուստները և պնդել, որ դրանք նվազել են։ Սակայն իրական վիճակագրությունը ցույց է տալիս, որ 2018 թվականի «թավշյա հեղափոխությունից» հետո ոչ մարտական պայմաններում մահերի մակարդակը զգալիորեն աճել է. եթե 2010-2017 թվականներին գրանցվել էր 299 մահ, ապա 2018-2025 թվականներին այդ թիվը 427 է:

Նիկոլ Փաշինյանն ինքն էլ ստիպված է եղել ընդունել խնդիրը, չնայած ամբողջ պատասխանատվությունը տեղափոխել է սպայական կազմի վրա և մի քանի սպա ազատել պաշտոններից՝ պաշտոնում թողնելով պաշտպանության նախարար Սուրեն Պապիկյանին: Պապիկյանը սկսել է «անսպասելի ստուգումներ» զորամասերում, որոնք քննադատները որակել են որպես վերահսկողության տպավորություն ստեղծելու փորձ:

Հայաստանի զինված ուժերում առկա է կադրային և բարոյական ճգնաժամ: Հիմնականը հրամանատարական ճգնաժամն է: 2020 թվականի պատերազմից հետո բանակը երկարատև քաղաքական պատճառներով ազատումների ալիք է ապրել: Ընդդիմությունը պնդում է, որ զտումները և հրամանատարների բաժանումը «մերոնքականների» ու «օտարների» արագացրել է փորձառու սպաների հեռացումը, ինչն էլ հանգեցրել է կարգապահության անկման։

Նաև բանակում ոչ կանոնադրական հարաբերություններն են շարունակում զգալի դեր խաղալ։ Ասում են, որ ծառայության ժամկետի վերջին կրճատումն էլ հանգեցրել է աշխատանքային ծանրաբեռնվածության աճի՝ անձնակազմի պակասի պատճառով։ Մինչդեռ իշխանությունները՝ Փաշինյանի գլխավորությամբ, հռչակել են բանակի «արդիականացում» և փորձում են հրաժարվել անվտանգության նախկին համակարգից: Արդյունքում բանակային կադրերը գտնվում են ծանր վիճակում։ Ամենափորձառու սպաների զտումներից բացի, երկրում տիրող ընդհանուր մթնոլորտը՝ վերջին տարիների ռազմական պարտություններից հետո սթրեսը և անարդարության զգացումը, ինչպես նաև այդ պարտություններից հետո բանակի հեղինակությունը խաթարելու փորձերը ևս, հավանաբար, ազդել են անձնակազմի վրա։ Ակնհայտ է համակարգային բարոյահոգեբանական ճգնաժամը, որի հետևանքները երկար ժամանակ կազդեն Հայաստանի զինված ուժերի մարտունակության վրա։ Սա է քաղաքական ամբիցիաների համար բանակում իրականացվող զտումների գինը։
