«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2023 թվականի դեկտեմբերի 21-ի թիվ 2291-Լ որոշման մեջ։ Այդ որոշման շահառու են հանդիսանում Լեռնային Ղարաբաղից տեղահանված ընտանիքների սովորողները, ովքեր մինչև 2023 թվականի սեպտեմբերի 19-ն ընդգրկված են եղել բարձրագույն և հետբուհական մասնագիտական կրթական ծրագրեր իրականացնող ուսումնական հաստատությունների համապատասխան կրթական աստիճանների (բակալավր, մագիստրատուրա, ասպիրանտուրա, կլինիկական օրդինատուրա) վճարովի համակարգում կամ 2024-2025 և 2025-2026 ուսումնական տարիներին կառավարության 2012 թվականի ապրիլի 26-ի թիվ 597-Ն որոշման համաձայն ընդունվել են Հայաստանի պետական բուհերի բակալավրի կամ անընդհատ և ինտեգրացված կրթական աստիճանի առկա ուսուցման համակարգ:

Որոշման համաձայն, 2023-2024, 20242025 և 2025-2026 ուսումնական տարիներին ուսման վարձի փոխհատուցում է ստացել 1500 շահառու, որոնց ուսման վարձի փոխհատուցման նպատակով 2023-2026 թթ. հատկացվել է մոտ 1,8 միլիարդ դրամ։

Այս նախագծով նախատեսվում է ուսման վարձի փոխհատուցում տրամադրել պետական ուսումնական հաստատություններ ընդունված 500 (200-ն ընդունվել են բարձրագույն, 300-ը՝ մասնագիտական ուսումնական հաստատություններ) ուսանողի, որոնց ուսման վարձի փոխհատուցման համար անհրաժեշտ կլինի 225 միլիոն դրամ։ Ընդ որում, 2026 թվականի բյուջետային տարում անհրաժեշտ է մոտ 112,5 մլն դրամ (որից՝ բուհ ընդունվածների համար 75 մլն և մուհ ընդունվածների համար՝ 37,5 մլն) և նույնքան էլ 2027 թվականին։

Պետական բյուջեի՝ «Լեռնային Ղարաբաղից բռնի տեղահանված ընտանիքների ՀՀ բարձրագույն և հետբուհական մասնագիտական կրթական ծրագրեր իրականացնող ուսումնական հաստատություններում սովորող ուսանողների ուսման վարձի փոխհատուցում» միջոցառմամբ նախատեսվել է 469,6 մլն դրամ հատկացնել այս որոշման շահառուների ուսման վարձի փոխհատուցման համար, որից օգտագործվել է 206,5 մլն դրամը՝ 2025-2026 ուստարվա 2-րդ կիսամյակի ուսման վարձի փոխհատուցման համար (ընդ որում, շահառուներն ուսման վարձի փոխհատուցում են ստանում նախորդ կիսամյակի արդյունքում միջին որակական գնահատականի 75 տոկոսը հաղթահարելու դեպքում)։

Այսպիսով, առաջարկվում է փոփոխություններ կատարել կառավարության 2023 թվականի դեկտեմբերի 21-ի թիվ 2291-Լ որոշման մեջ, որի արդյունքում ուսման վարձի փոխհատուցում կտրամադրվի 2026-2027 ուսումնական տարում սահմանված կարգով բարձրագույն և մասնագիտական ուսումնական հաստատություններ ընդունված և առաջին կուրսում սովորողներին: Նախագծով առաջին կուրս ընդունված շահառուների համար ամրագրվել է կառավարության 2012 թվականի ապրիլի 26-ի թիվ 597-Ն որոշմամբ սահմանված կարգով ընդունվելու հանգամանքը։

Նախագծի ընդունումից հետո 2026-2027 ուսումնական տարում սահմանված կարգով բարձրագույն և մասնագիտական ուսումնական հաստատությունների առաջին կուրս ընդունված շահառուների 1-ին կիսամյակի ուսման վարձի փոխհատուցման համար անհրաժեշտ կլինի 112,5 մլն դրամ։
