ԱՄՆ Ներկայացուցիչների պալատը արգելափակել է Թրամփին իմպիչմենտի ենթարկելու նոր փորձը

ԱՄՆ Ներկայացուցիչների պալատը երեքշաբթի արգելափակել է երկրի նախագահ Դոնալդ Թրամփին իմպիչմենտ հայտարարելու հերթական փորձը, հայտնում է The Washington Post-ը։

Դեմոկրատ Էլ Գրինի ներկայացրած բանաձևի քննարկումը դադարեցնելու օգտին քվեարկել է 232 կոնգրեսական, դեմ՝ 147-ը։ Քվեարկությունը ցույց է տվել դեմոկրատների շրջանում նկատելի պառակտում․ նրանցից 18-ը աջակցել են բանաձևի քննարկումը դադարեցնելուն, 46-ը քվեարկել են՝ նշելով իրենց ներկայությունը, փաստացի չաջակցելով կողմերից ոչ մեկին։

Գրինի բանաձևը դարձել է Թրամփի իմպիչմենտը նախաձեռնելու նրա ութերորդ փորձը և նախագահի՝ Սպիտակ տուն վերադառնալուց հետո՝ չորրորդը։ Փաստաթղթում Թրամփին վերագրվում է ծանր հանցագործությունների և զանցանքների (high crimes and misdemeanors) կատարում՝ կապված դաշնային ներգաղթի գերատեսչությունների աշխատանքի հետ, որոնց կոնգրեսականը մեղադրում է քաղաքացիական ազատությունները և պատշաճ իրավական ընթացակարգի իրավունքը խախտելու մեջ։

Քվեարկության ընթացքում 214 հանրապետականներ աջակցել են բանաձևի քննարկումը դադարեցնելուն։ «Ներկա եմ» քվեարկած միակ հանրապետականը Թոմաս Մեսսին էր։ Դեմոկրատների շրջանում 147 մարդ քվեարկել է քննարկումը դադարեցնելու դեմ, 46-ը ընտրել են ներկայության տարբերակը, իսկ 18-ը աջակցել են բանաձևը արխիվ ուղարկելու առաջարկին։

Դեմոկրատների ղեկավարությունը նախապես կոչ էր արել կուսակիցներին չառաջ մղել Գրինի նախաձեռնությունը։ Ներկայացուցիչների պալատում փոքրամասնության առաջնորդ Հաքիմ Ջեֆրիսը, դեմոկրատ ղեկավարության ներկայացուցիչ Քեթրին Քլարքը և Դեմոկրատական կոկուսի նախագահ Փիթ Ագիլարը հայտարարել են, որ իմպիչմենտի ընթացակարգը պահանջում է լիարժեք քննություն և լսումներ, որոնք այս դեպքում չեն անցկացվել։

Դեմոկրատները Թրամփին արդեն երկու անգամ իմպիչմենտ էին հայտարարել նրա առաջին նախագահական ժամկետի ընթացքում։ Սակայն Սենատը երկու անգամ էլ նրան մեղավոր չէր ճանաչել։ Կոնգրեսի առաջիկա միջանկյալ ընտրությունների ֆոնին դեմոկրատական ղեկավարությունը, դատելով Գրինի բանաձևի վերաբերյալ իր դիրքորոշումից, չի ձգտում նոր ընթացակարգ սկսել առանց նախնական քննության։

Գրինի բանաձևը նվիրված էր դաշնային ներգաղթի գերատեսչությունների գործողություններին, այդ թվում՝ Ներգաղթի և մաքսային ոստիկանությանը (ICE) և Մաքսային ու սահմանապահ ծառայությանը (CBP)։ Փաստաթղթում պնդվում է, որ Թրամփի վարչակազմը թույլ է տվել այս կառույցներին գործել առանց պատշաճ վերահսկողության, ինչպես նաև խոսվում է պատշաճ իրավական ընթացակարգի իրավունքի և այլ քաղաքացիական իրավունքների խախտումների մասին։
