Պետական եկամուտների կոմիտեն կարևորում է հարկ վճարողների մոտ ձևավորված` վերադարձման ենթակա դեբետային գումարների ժամանակին վերադարձը և շարունակում է հետևողական աշխատանքները գործընթացն առավել արդյունավետ դարձնելու ուղղությամբ։ Ավելացված արժեքի հարկի հաշվարկների ներկայացման արդյունքում որոշ դեպքերում հարկ վճարողի մոտ կարող է ձևավորվել վերադարձման ենթակա գումար, որն օրենքով սահմանված կարգով կարող է վերադարձվել նրան կամ հաշվանցվել այլ հարկային պարտավորությունների դիմաց։ Իսկ այդ միջոցները տնտեսվարողը կարող է տնօրինել իր հայեցողությամբ՝ ծախսերի, ներդրումների, բիզնեսի զարգացման կամ այլ ծրագրերի համար։

Այսպես, 2026 թվականի hունվար-օգոստոս ամիսներին, ընդհանուր առմամբ, 3588 հարկ վճարողների վերադարձվել է 205.5 մլրդ դրամ դեբետային գումար` 9793 դեպքով, իսկ 2025թ.-ի նույն ժամանակաշրջանում 2458 հարկ վճարողներ ստացել են 176.4 մլրդ դրամ դեբետային գումար` 5951 դեպքով: Նախորդ տարվա նույն ժամանակահատվածի համեմատ՝ 2026 թվականին վերադարձված գումարն ավելացել է 29.1 մլրդ դրամով կամ 16.5%-ով, իսկ դեպքերի քանակն աճել է 3078-ով կամ 64.6%-ով:                                                                 

Ինքնաշխատ եղանակով փոխհատուցվող գումարի աճ

2025 թվականի հունվարի 1-ից ՀՀ Կառավարության N155 որոշմամբ յուրաքանչյուր հաշվետու ժամանակաշրջանի արդյունքներով՝ ԱԱՀ-ի հաշվարկով առաջացած և սահմանված չափանիշներով ռիսկային չհամարվելու դեպքում փոխհատուցվող գումարը հարկ վճարողի միասնական հաշվին մուտքագրվում է մեկ օրվա ընթացքում՝ առանց ուսումնասիրության և ավտոմատ եղանակով։

Կառավարության ռիսկային չափանիշների համապատասխան մեթոդաբանության մշակման, կիրառման և գործիքների շարունակական լավարկման արդյունքում 2026 թվականի ութ ամիսների ընթացքում ավտոմատ եղանակով 5286 դեպքով 62.3 մլրդ դրամ գումար է վերադարձվել հարկ վճարողներին, իսկ 2025 թվականի նույն ժամանակահատվածում ավտոմատ վերադարձի ցուցանիշները կազմել են` 1202 դեպք և 10.4 մլրդ դրամ: Այսպիսով, ավտոմատ վերադարձված դեպքերի թիվն աճել է 4084-ով կամ 339.8%, իսկ փոխհատուցված գումարը` 51.9 մլրդ դրամով կամ 498.6%-ով: 2026 թվականին ընդհանուր վերադարձված գումարի մեջ ինքնաշխատ վերադարձի կշիռը կազմել է 30.3%՝  նախորդ տարվա 5.9%-ի փոխարեն․ ընդհանուր դեպքերի քանակի մեջ՝ կշիռը կազմել է 54.0%՝ նախորդ տարվա 20.2%-ի փոխարեն: Միաժամանակ, 2026 թվականի հունիս, հուլիս և օգոստոս ամիսներին ավտոմատ վերադարձված գումարների տեսակարար կշիռն ընդհանուր վերադարձված գումարների նկատմամբ կազմել է համապատասխանաբար՝ 44.5%, 37.5% և 59.5%։

Ավտոմատ վերադարձի ցուցանիշի աճը վկայում է ԱԱՀ վճարողների հարկային կարգապահության բարելավման և հարկային հաշվարկներն օրենսդրության պահանջներին համապատասխան ներկայացնելու գործընթացի շարունակական բարելավման մասին։
