Ոստիկանները ձերբակալել են 34-ամյա կնոջը՝ ջրից բողոքելու պատճառով

ԱՄՆ Տեխաս նահանգի Տրինիդադ քաղաքում ոստիկանության բաժանմունքը դադարեցնում է գործունեությունը՝ ամիսներ անց այն բանից հետո, երբ տեղի բնակիչ Ջենիֆեր Քոմբսը ձերբակալվել էր քաղաքի խմելու ջրի որակի վերաբերյալ սոցիալական ցանցում հրապարակում կատարելուց հետո։
Քոմբսը մայիսին սոցցանցում գրել էր քաղաքի ջրի հետ կապված խնդիրների մասին՝ պնդելով, որ ջրի աղտոտվածության պատճառով մարդիկ հիվանդանոց են հայտնվել։ Դրանից հետո նրան ձերբակալել էին կեղծ ահազանգ կամ հաղորդում տարածելու մեղադրանքով։ Սակայն գործը հետագայում կարճվել է, իսկ մեծ ժյուրին հրաժարվել է նրան մեղադրանք առաջադրել։
Հատկանշական է, որ քաղաքային իշխանություններն ավելի վաղ արդեն բնակիչներին խորհուրդ էին տվել խմելուց առաջ ջուրը եռացնել՝ հնարավոր վնասակար բակտերիաներից խուսափելու համար։ Հետագա պետական ուսումնասիրությունները ևս արձանագրել են քաղաքի ջրամատակարարման համակարգի հետ կապված խնդիրներ։
Քոմբսի ձերբակալության շուրջ բարձրացած հարցերից հետո Տեխասի իրավապահ մարմինների հանձնաժողովը ուսումնասիրել է Տրինիդադի ոստիկանության աշխատանքը։ Ստուգման արդյունքում հայտնաբերվել է առնվազն 18 պարտադիր ներքին քաղաքականության բացակայություն, այդ թվում՝ ուժի կիրառման, տրանսպորտային միջոցների հետապնդման, ակտիվ հրաձիգի իրավիճակների և ծառայողների մասնագիտական վարքագծի վերաբերյալ կանոնների։ Բաժինը նաև չուներ անհրաժեշտ որոշ ռեսուրսներ, այդ թվում՝ զրահաբաճկոններ և պատշաճ պահեստ՝ ապացույցների պահպանման համար։
Պետական հանձնաժողովը եզրակացրել է, որ բաժինը չի համապատասխանում նվազագույն չափանիշներին և չի կարողացել ցույց տալ, որ համայնքին հանրային օգուտ է ապահովում։ Սեպտեմբերի 18-ից Տրինիդադում իրավապահ գործառույթները փոխանցվում են Հենդերսոն շրջանի շերիֆի գրասենյակին։
Past.am-ի փոխանցմամբ՝ դեպքի հետ կապված նախկին ոստիկանապետ Չարլզ Գրեգորին հունիսին հրաժարական էր տվել։ Միաժամանակ Քոմբսը դատական հայց է ներկայացրել՝ պնդելով, որ իր ձերբակալությունն անօրինական էր և կապված էր ջրի խնդրի մասին բարձրաձայնելու հետ։ Այդ պնդումները շարունակում են մնալ դատական գործընթացի շրջանակում և վերջնական իրավական գնահատական չեն ստացել։
