COP17-ին ընդառաջ՝ ՆԳՆ ծառայողները ամրապնդում են միջուկային սպառնալիքներին արձագանքելու կարողությունները․ անցկացվել է աշխատաժողով

Սեպտեմբերի 14-ին ՆԳՆ կրթահամալիրում մեկնարկել է խոշոր հանրային միջոցառումների հիմնական և ռազմավարական վայրերում միջուկային և այլ ռադիոակտիվ նյութերով հնարավոր հանցավոր կամ դիտավորյալ գործողությունների հակազդմանը նվիրված աշխատաժողով։

«Աշխատաժողովի նպատակն է մշակել ընթացակարգեր և տեխնիկական մեթոդներ՝ խոշոր հանրային միջոցառումների ժամանակ ճառագայթային սպառնալիքների հայտնաբերման համար՝ միաժամանակ զարգացնելով մասնակիցների կարողությունները հնարավոր աղբյուրների որոնման ու տեղորոշման, ահազանգերի գնահատման և միջադեպերի դեպքում համակարգված արձագանքման ուղղությամբ»,- նշել է ԱՄՆ փորձագետ Քուրթիս Ջոնսոնը։

Ատոմային էներգիայի միջազգային գործակալության փորձագետները ներկայացրել են ռիսկերի գնահատման և հնարավոր միջադեպերին արձագանքելու գործիքակազմը, աշխատաժողովի մասնակիցներին ծանոթացրել ճառագայթային աղբյուրների հայտնաբերման սարքավորումների տեխնիկական բնութագրին և կիրառման առանձնահատկություններին։

«Աշխատաժողովը փրկարարներին և ոստիկաններին հնարավորություն կտա ավելի լավ պատկերացում կազմել կիրառվող սարքավորումների աշխատանքի և դրանց օգտագործման եղանակների մասին։ Ճառագայթային աղբյուրի վերաբերյալ ահազանգի դեպքում ծառայողները կկարողանան համագործակցել կարգավորող մարմնի հետ, գնահատել իրավիճակն ու պարզել՝ արձանագրված ազդանշանն իրական սպառնալիքի մասին է վկայում, թե՝ ոչ»,- նշել է Քուրթիս Ջոնսոնը։

Տեսական փուլից հետո փրկարարներն ու Գվարդիայի ծառայողները մասնակցել են սիմուլյացիոն վարժանքի՝ պայմանական միջադեպի ժամանակ կիրառելով ստացած գիտելիքներն ու արձագանքման հմտությունները։

«Հնարավորինս իրականությանը մոտեցված պայմաններում թաքցված են ճառագայթային ուսումնական աղբյուրներ, որոնք մեր ծառայողները հատուկ սարքավորումների օգնությամբ փորձում են հայտնաբերել։ Սարքավորումներով հայտնաբերման պրակտիկան շատ կարևոր է, որպեսզի հասկանալի լինի, թե սարքերի արձագանքը առհասարակ իրական աղբյուրների հանդեպ ինչպիսին է լինում»,- նշել է ՆԳՆ ՓԾ քաղաքացիական և բնակչության պաշտպանության վարչության ճառագայթային, քիմիական և կենսաբանական իրավիճակի մոնիթորինգի բաժնի պետ Արամ Ջալաթյանը։

Մի դեպքում ծառայողները տարածքն ուսումնասիրում են քայլ առ քայլ՝ աստիճանաբար ընդլայնելով որոնման գոտին, մյուս դեպքում ավտոմեքենայով դիտարկում են ամբողջ տարածքը։

Պայմանական ճառաքայթային աղբյուրը տեղորոշելուց հետո գործի է անցնում հաջորդ օղակը․ փրկարարներն ու Գվարդիայի ծառայողները տվյալները փոխանցում են Միջուկային անվտանգության կարգավորման կոմիտեի մասնագետներին՝ իրականացնելով աղբյուրի անվտանգ տեղափոխումը պահեստարան։

«Մեր ծառայողները բարեհաջող հայտնաբերեցին, անվտանգ տարածք տեղափոխեցին և մեկուսացրին բոլոր աղբյուրները: Գործնական վարժանքները շատ արդյունավետ եղան»,- նշել է Արամ Ջալաթյանը։

COP17 համաժողովի անվտանգ անցկացումն ապահովելու ուղղությամբ միջազգային փորձի տեղայնացումն ու գործնական վարժանքները ՆԳՆ ծառայողների պատրաստվածության բարձրացման ու մասնագիտական հմտությունները կատարելագործելու կարևոր քայլ են։
