Ուսուցչի տարակարգը կգնահատվի նաև չհայտարարված դասալսմամբ: Այս մասին նախարարությունը Կառավարության որոշման մեջ փոփոխություններ կատարելու մասին նախագիծ է ներկայացրել հանրային քննարկման:
Գործող կարգով տարակարգ ստանալու գործընթացում հիմնականում ուսումնասիրվում են ուսուցչի ներկայացրած փաստաթղթերը, այդ թվում՝ դասալսումների արձանագրություններն ու մասնագիտական գործունեությունը ներկայացնող այլ նյութեր։ Նախագծի հեղինակները նշում են, որ այս մեխանիզմը բավարար չէ, քանի որ փաստաթղթերում ներկայացված տեղեկությունները միշտ չէ, որ հնարավոր է համադրել ուսուցչի իրական աշխատանքի հետ։
Նախատեսվում է այս բացը լրացնել մի քանի նոր մեխանիզմով։ Մասնավորապես, տարակարգ ստանալու համար ներկայացվող փաստաթղթերին պետք է ավելանա դպրոցի տնօրենի մասնագիտական երաշխավորագիրը։ Այն պետք է հիմնված լինի տնօրենի կողմից ուսուցչի դասալսումների արդյունքների վրա։
Բացի դրանից, նախատեսվում է, որ Կրթության զարգացման և նորարարությունների ազգային կենտրոնը՝ ԿԶՆԱԿ-ը, ուսուցչի առնվազն մեկ դաս պետք է դիտարկի նախապես չհայտարարված ձևով։ Այսինքն՝ ուսուցիչը նախապես չի իմանա, թե երբ է իր դասը դիտարկվելու։
Այս երկու մեխանիզմների միջոցով նախատեսվում է համադրել երեք աղբյուրից ստացված տեղեկությունը՝ ուսուցչի ներկայացրած փաստաթղթերը, դպրոցի տնօրենի գնահատականը և ԿԶՆԱԿ-ի մասնագիտական դիտարկման արդյունքները։
Նշենք՝ տարակարգը ուսուցչի մասնագիտական աշխատանքի և կարողությունների գնահատման համակարգ է, որի միջոցով որոշվում է՝ ուսուցիչը որքանով է համապատասխանում սահմանված մասնագիտական չափանիշներին։ Այլ կերպ՝ դա ուսուցչի մասնագիտական առաջընթացը և պատրաստվածության մակարդակը գնահատելու միջոց է։
Նախարարության հիմնավորմամբ՝ փոփոխության նպատակը ուսուցչի մասնագիտական աշխատանքը գնահատելն է՝ ավելի ամբողջական և փաստերի հիման վրա։ Նախագծի հեղինակները ակնկալում են, որ այս փոփոխության արդյունքում ավելի հեշտ կլինի պարզել՝ ներկայացված փաստաթղթերում նշված տվյալները որքանով են համապատասխանում ուսուցչի իրական աշխատանքին։
Միաժամանակ, նախատեսվում է սահմանել նաև տարակարգի վերաբերյալ որոշման ընդունման առավելագույն ժամկետ։ Ըստ նախագծի՝ դա պետք է գործընթացն ավելի կանխատեսելի դարձնի։
Նախարարությունը փոփոխության անհրաժեշտությունը կապում է նաև կրթության ոլորտի ավելի լայն խնդիրների հետ։ Պետական ծրագրերում նշվում է, որ Հայաստանում ուսուցիչների գրեթե կեսը՝ 46 տոկոսը, 50 տարեկանից բարձր է։ Միաժամանակ, 30 տարեկանից ցածր է ուսուցիչների ընդամենը 11 տոկոսը։ Հիմնավորման մեջ նշվում է նաև, որ տարեկան 600-700 ուսուցչի թափուր տեղեր են գրանցվում, որոնք չեն համալրվում կամ համալրվում են դժվարությամբ։
Կրթության զարգացման պետական ծրագրում նաև արձանագրված է, որ 10-20 տարվա աշխատանքային ստաժ ունեցող ուսուցիչների աշակերտները գրանցում են ավելի բարձր կրթական արդյունքներ, մինչդեռ մինչև հինգ տարվա ստաժ ունեցող ուսուցիչների դեպքում արդյունքներն ավելի ցածր են։ Սա կապվում է սկսնակ ուսուցիչների մասնագիտական զարգացման անհրաժեշտության հետ։
Տարակարգի փոփոխության նախագիծը նաև կապվում է ուսուցչի մասնագիտական զարգացման և վարձատրության փոխկապակցված մեխանիզմների ներդրման կառավարության ծրագրի հետ։ Կառավարության ծրագրերում նախատեսված է նաև ուսուցչի աշխատանքային առաջխաղացման, մասնագիտական շարունակական զարգացման և վարձատրության փոխկապակցված համակարգ ստեղծել, ինչպես նաև ուսուցչի մասնագիտությունը երիտասարդների համար ավելի պահանջված ու հեղինակավոր դարձնել։
Նախագծի ընդունման դեպքում պետական բյուջեի եկամուտներում կամ ծախսերում փոփոխություն չի նախատեսվում։
