«Փաստ» օրաթերթը գրում է.

Համապետական ընտրությունների ավարտից հետո Հայաստանի քաղաքական կյանքը թևակոխում է հետընտրական նոր փուլ, որտեղ պայքարի հիմնական ծանրությունը տեղափոխվում է մարզեր, և առաջիկա տեղական ինքնակառավարման մարմինների ընտրությունները դառնում են իշխանության վերադասավորման առանցքային հարթակ։ Այս նոր քաղաքական հունի մեջ մտնելու նախաշեմին, սակայն, ուրվագծվում է մի ուշագրավ և վտանգավոր միտում. իշխող «Քաղաքացիական պայմանագիր» կուսակցությունը կտրուկ փոխել է համայնքային էլիտաների հետ խոսելու իր մարտավարությունը։

«Փաստ» թերթի տեղեկություններով, ՔՊ-ն հրաժարվել է ՏԻՄ ընտրություններում ուղղակի քաղաքական ճակատամարտեր տալու նախկին գործելաոճից։ Իշխող վերնախավում հստակ գիտակցում են, որ մարզերում սեփական քաղաքական թիմի վարկանիշը, մեղմ ասած, հեռու է բավարար լինելուց։ Ուստի որդեգրվել է որակապես նոր, սակայն շատ ավելի վտանգավոր տակտիկա. ոչ թե գնալ բաց առճակատման, այլ տարբեր մեթոդներով ենթարկեցնել տեղերում ազդեցություն, հեղինակություն և լծակներ ունեցող ոչ ՔՊ-ական համայնքապետերին։

Մեր աղբյուրների փոխանցմամբ, իշխանությունը գործի է դրել քաղաքական «առևտրի» ու ճնշումների բավականին կոշտ գործիքակազմ։ Տեղական առաջնորդներին առաջարկվում են որոշակի «ինդուլգենցիաներ». քրեական հետապնդումների «սառեցում», տարբեր քննչական մարմիններում կուտակված թղթապանակների անտեսում և վարչական անձեռնմխելիության երաշխիքներ։ Դրա դիմաց համայնքապետերից պահանջվում է ոտնահարել սեփական սկզբունքները և ընտրություններին մասնակցել իշխանության հետ միասնական ցուցակով կամ դաշինքով։ Այս ճանապարհով, հաշվի չառնելով որևէ քաղաքական կամ բարոյական սկզբունք, իշխանությունը տարբեր սպառնալիքներով ու «լեզու գտնելով» իր ցուցակներն է խցկել նույնիսկ նախկինում ընդդիմադիր կոշտ դիրքորոշմամբ աչքի ընկած գործիչներին, ինչպիսին Գորիսի համայնքապետ Առուշ Առուշանյանն է։ Նույն ձեռագիրն է կիրառվում նաև Գավառում, Ախուրյանում և մի շարք այլ խոշորացված համայնքներում, որտեղ տեղական հեղինակությունների ռեսուրսները պետական-վարչական լծակներին գումարելով՝ ՔՊ-ն փորձում է ապահովել իր համար ցանկալի արդյունքը։

Սակայն սա ոչ թե հավասարազոր համագործակցություն է, այլ հեռահար հաշվարկված քաղաքական թակարդ։ ՔՊ-ի համար կարմիր գծեր գոյություն չունեն, և նրանք ցանկացած պահի պատրաստ են զոհաբերել յուրաքանչյուրին, ինչպես դա տեղի ունեցավ, օրինակ՝ Մեղրիի քպական քաղաքապետի դեպքում։ Ուստի, որևէ համայնքապետ չպետք է պատրանքներ ունենա, թե իշխանության հետ «30 արծաթով» գործարքի գնալով՝ ապահովագրում է իր պաշտոնն ու ապագան։

Իշխանության նպատակը նրանց դեմքով ու միջոցով ընտրություններում հաղթանակն արձանագրելն է, որից անմիջապես հետո գործի է դրվելու «փուռը տալու» հայտնի սցենարը. դատական ու քրեական հին թղթապանակները վերաբացվելու են, առաջին համարները զրկվելու են մանդատներից, իսկ համայնքապետի աթոռներին տեղավորվելու են քպական ցուցակների հաջորդ համարները՝ անձինք, որոնք սեփական վարկանիշով երբեք չէին հաղթի, բայց այս սխեմայի շնորհիվ կստանան համայնքային իշխանությունը։
