Արտահանողներին և մթերողներին աջակցելու համար կառավարությունը ևս 4,5 մլրդ դրամ հատկացրեց

ՀՀ կառավարությունն ավելի քան 4,52 մլրդ դրամ հատկացրեց գյուղմթերքի, սննդամթերքի և խմիչքի արտահանման, ինչպես նաև դեղձի ու թզի մթերման աջակցության ծրագրերին։ Գործադիրը հաստատել է նախագիծը։ Գումարը նախատեսվում է հատկացնել պետական պարտքի սպասարկման համար նախատեսված միջոցներից։

Էկոնոմիկայի նախարարության մշակած նախագծով ջերմատնային արտադրանքի արտահանման աջակցության համար նախատեսվում է 2,065 մլրդ դրամ, իսկ թարմ պտղի, սննդամթերքի ու խմիչքի արտահանման և վերամշակման նպատակով մթերման աջակցության համար՝ ընդհանուր 2,456 մլրդ դրամ։ Հատկացումները նախատեսված են 2026 թվականի երրորդ եռամսյակի համար։

Լրացուցիչ ֆինանսավորման անհրաժեշտությունն առաջացել է օգոստոսին արտահանված ապրանքների ծավալների և դրանց դիմաց պետության ստանձնած աջակցության պարտավորությունների պատճառով։ Մասնավորապես, օգոստոսին արտահանվել է շուրջ 2481 տոննա լոլիկ, 460 տոննա չերրի լոլիկ, 1580 տոննա պղպեղ, 624 տոննա պալերմո տեսակի պղպեղ, 124 տոննա ելակ և ավելի քան 3,17 մլն հատ ծաղիկ։

Թարմ պտղի և սննդամթերքի աջակցության ծրագրով օգոստոսին արտահանվել է շուրջ 390 տոննա խնձոր, 322 տոննա սալոր, 159 տոննա կեռաս, 2203 տոննա դեղձ ու նեկտարին, 120 տոննա խաղող, ինչպես նաև 94 տոննա թուզ, ազնվամորի, մոշ և հոն։

Արտահանվել է նաև 45 տոննա տոմատի մածուկ, 154 հազար լիտր շշալցված խաղողի գինի, 359 հազար լիտր պտղահատապտղային գինի, 1,004 մլն լիտր հայկական բրենդի կամ կոնյակ՝ 100% սպիրտի հաշվարկով, ինչպես նաև բնական հանքային ջուր, չորացրած միրգ ու բանջարեղեն, իշխան և թառափ։

Բացի այդ, ըստ նախագծի, օգոստոսի 18-ից սեպտեմբերի 1-ն ընկած ժամանակահատվածում վերամշակման նպատակով մթերվել է շուրջ 5200 տոննա դեղձ և 81 տոննա թուզ։ Դրանց մթերման սուբսիդավորման համար անհրաժեշտ է 660,125 մլն դրամ։

Նախագծի ընդունմամբ պետությունը կկարողանա փոխհատուցել տնտեսավարողների՝ նշված ապրանքների արտահանման, ինչպես նաև դեղձի ու թզի մթերման շրջանակում աջակցության ենթակա ծախսերը։

Հիշեցնենք, որ 2026 թվականի հունիսի 4-ին կառավարությունը հաստատել էր ջերմատնային արտադրանքի արտահանման աջակցության ծրագիրը՝ արտահանման շուկաները դիվերսիֆիկացնելու և հայկական արտադրանքի մրցունակությունը բարձրացնելու նպատակով։ Ծրագրով պետությունը տնտեսավարողներին փոխհատուցում է տրամադրում արտահանված արտադրանքի յուրաքանչյուր կիլոգրամի, իսկ ծաղիկների դեպքում՝ յուրաքանչյուր հատի համար։ Հետագայում ծրագիրը երկարաձգվել և ընդլայնվել է։

Հիշեցնենք նաև, որ Ռոսսելխոզնադզորը մայիսից սկսեց սահմանափակել Հայաստանից ՌԴ ներմուծվող ապրանքները, սկզբում` ձուկն ու ծաղիկները, ապա` միրգ–բանջարեղենի որոշ տեսակները։ Հունիսի 2-ից Ռոսսելխոզնադզորը սահմանափակեց կորիզավոր մրգերի՝ բալի, կեռասի, ծիրանի, սալորի, դեղձի, նեկտարինի և խաղողի ներմուծումը Հայաստանից։

Գերատեսչությունն այս որոշումները բացատրում է հայտնաբերված խախտումներով և բուսասանիտարական անվտանգության ապահովման անհրաժեշտությամբ։ Նշենք, որ Ռուսաստանը հայկական գյուղմթերքի իրացման հիմնական շուկան է. ՌԴ–ին է բաժին ընկում Հայաստանի արտահանման ավելի քան 90 տոկոսը։
