2027-ից թոշակները կբարձրանա՞ն․ հայտնի է՝ ովքե՞ր և որքան ավելի գումար կստանան

2027 թվականի հունվարի 1-ից Հայաստանում նախատեսվում է բարձրացնել նվազագույն կենսաթոշակի, մի շարք զինվորական կենսաթոշակների և սոցիալական նպաստների չափերը։ Համապատասխան փոփոխությունների նախագիծը ներկայացրել է Աշխատանքի և սոցիալական հարցերի նախարարությունը։

Նախագծով առաջարկվում է փոփոխություններ կատարել կառավարության 2010 թվականի դեկտեմբերի 30-ի թիվ 1734-Ն և 2013 թվականի դեկտեմբերի 26-ի թիվ 1489-Ն որոշումներում։ Նախարարության ներկայացմամբ՝ փոփոխությունների նպատակն է թաղման նպաստի շահառուների շրջանակի նեղացման արդյունքում տնտեսված բյուջետային միջոցներն ուղղել կենսաթոշակների և սոցիալական նպաստների չափերի ավելացմանը։

Մասնավորապես, 2027 թվականի հունվարի 1-ից նվազագույն կենսաթոշակը նախատեսվում է սահմանել 47 հազար դրամ՝ ներկայիս 46 հազար դրամի փոխարեն։ Աշխատանքային կենսաթոշակի հաշվարկման համար հիմնական կենսաթոշակի չափը կկազմի 34 500 դրամ՝ գործող 34 հազար դրամի փոխարեն, իսկ զինվորական ծառայության ստաժի մեկ տարվա արժեքը նախատեսվում է բարձրացնել մինչև 2050 դրամ՝ ներկայիս 2000 դրամից։

Փոփոխություններ են նախատեսվում նաև պարտադիր ժամկետային զինվորական ծառայության շարքային կազմի զինծառայողների հաշմանդամության զինվորական կենսաթոշակների մասով։

Ֆունկցիոնալության խորը աստիճանի սահմանափակումով՝ առաջին խմբի հաշմանդամություն ունեցող անձի համար կենսաթոշակը նախատեսվում է սահմանել 66 հազար դրամ՝ ներկայիս 64 600 դրամի փոխարեն։ Ֆունկցիոնալության ծանր աստիճանի սահմանափակումով՝ երկրորդ խմբի դեպքում այն կկազմի 56 200 դրամ՝ 54 800 դրամի փոխարեն, իսկ ֆունկցիոնալության միջին աստիճանի սահմանափակումով՝ երրորդ խմբի դեպքում՝ 49 400 դրամ՝ գործող 48 հազար դրամի փոխարեն։

Past.am-ի ներկայացմամբ՝ փոփոխությունները վերաբերում են նաև պարտադիր ժամկետային զինվորական ծառայության ընթացքում մահացած կամ զոհված զինծառայողների ընտանիքի անդամներին։ Կերակրողին կորցնելու դեպքում զինվորական կենսաթոշակի չափը նախատեսվում է սահմանել 49 400 դրամ՝ ներկայիս 48 հազար դրամի փոխարեն։

Բարձրացումներ են նախատեսվում նաև ծերության, հաշմանդամության և կերակրողին կորցնելու դեպքում նշանակվող նպաստների համար։ Միաժամանակ պահպանվելու է հաշմանդամության նպաստների չափերի տարբերակումը՝ կախված ֆունկցիոնալության սահմանափակման աստիճանից։

Նախագծով առաջարկվում է ծերության նպաստը սահմանել 47 հազար դրամ՝ ներկայիս 46 հազար դրամի փոխարեն։

Ֆունկցիոնալության խորը աստիճանի սահմանափակումով՝ առաջին խմբի հաշմանդամություն ունեցող անձանց համար նպաստը նախատեսվում է դարձնել 50 հազար դրամ՝ 49 հազարի փոխարեն։ Ֆունկցիոնալության ծանր աստիճանի սահմանափակումով՝ երկրորդ խմբի դեպքում այն կկազմի 48 500 դրամ՝ գործող 47 500 դրամի փոխարեն։

Ֆունկցիոնալության միջին աստիճանի սահմանափակումով՝ երրորդ խմբի հաշմանդամություն ունեցող անձանց համար նպաստը նախատեսվում է բարձրացնել մինչև 47 հազար դրամ՝ 46 հազար դրամից։ Նույն՝ 50 հազար դրամ չափը նախատեսվում է նաև «հաշմանդամ երեխա ճանաչված անձ» կարգավիճակ ունեցող անձանց համար՝ գործող 49 հազար դրամի փոխարեն։

Այսպիսով, առաջարկվող փոփոխությունների դեպքում 2027 թվականից մի շարք կենսաթոշակների և նպաստների չափերը կավելանան, իսկ վերջնական փոփոխությունները կախված կլինեն կառավարության կողմից նախագծի ընդունումից։
