Կարդացե՛ք և ասեք, թե մեր իրականության մեջ, որ ընդդիմադիր ուժն է «Հեղափոխությունից» առաջ հաշվի առնում ստորև ներկայացրածի, գոնե, 5 տոկոսը: Վերոգրյալին պատասխանելուց հետո կհասկանաք քաղաքական համակարգի ընդդիմադիր հատվածը ֆիասկոների հիմնական պատճառները: 

Որքան էլ խաղաղ անհնազանդության հիմնական ռազմավարությունը մշակված լինի բազմակողմանի և իրատեսական հաշվարկների հիման վրա այն անհնար է իրականացնել առանց այլ՝ ավելի կոնկրետ նպատակներ իրականացնող առանձին ռազմավարական քարոզարշավների: Առանձին ռազմավարական քարոզարշավներն էլ իրենց հերթին պետք է ունենան առանձին գործողությունների համալիր ծրագրից բաղկացած մարտավարություններ: Մարտավարությունն ու համալիր գործողությունների ծրագիրը ավելի մանրակրկիտ մշակման կարիք ունեն: Վերջիններս պետք է այնպես մշակել, որպեսզի կարողանան իրականություն դարձնել առանձին ռազմավարական քարոզարշավների առաջադրած կոնկրետ նպատակները: Շարժման ռազմավարությունների և մարտավարության մշակման համար անհրաժեշտ են այնպիսի անհատներ, ովքեր բացի ինտելեկտուալ բարձր մակարդակից տիրապետում են նաև ռազմավարական մտածելակերպին, ստեղծագործ միտք և հմտություններ ունեն:

 Առանձին ռամավարական քարոզարշավներ և մարտավարություն մշակողները պետք է հաշվի առնեն տարբեր գործոններ և խնդիրներ, որոնցից մի քանիսին կանդրադառնանք ստորև: 

• Առանձին ռամավարական քարոզարշավներ և մարտավարություն մշակողները պետք է որոշեն առանձին ռազմավարական քարոզարշավի հիմնական նպատակները և իրենց հնրավոր ուժի աղբյուրների ներդրումն այն իրականացնելիս:

• Առանձին ռազմավարական քարոզարշավի համար նախատեսված յուրաքանչյուր ընդհանուր միջոցառման ընթացքում անհրաժեշտ է որոշել, թե ինչ փոքր մարտավարական ծրագրեր և համալիր գործողությունների ծրագիր է հարկավոր օգտագործել հակառակորդի ուժի աղբյուրները սահմանափակելու համար: Հարկավոր է սկզբունք դարձնել այն տրիվյալ իրողությունը, որ ցանկացած մեծ նպատակների իրականացումը բաղկացած է առավել մանր գործողությունների ճշտգրիտ ընտրությամբ և արդյունավետ կիրառմամբ:

• Նախորոք որոշել, թե հատկապես, որ առանձին խումբն ինչ գործառույթ պետք է իրականացնի շարժման ընթացքում: Հստակեցնել առանձին խմբերի ներսում անհատների դերաբաժանումը և սահմանել այդ խմբերում որոշումների կայացման ընդհանուր սկզբունքներն ու միմյանց հետ ներդաշնակ աշխատելու պայմաններ ստեղծել:

• Կազմել շարժման ընթացիկ հռետորաբանությունն և հաշվետվողականության հիմնական ձևաչափը: Հարկավոր է հիշել, որ շարժման ընթացիկ հռետորաբանության մեջ առկա չափազանցություններն ու օբյեկտիվ իրականությանը չհամապատասխանող ցանկացած միտք կամ կոչ կարող է խիստ վնասակար լինել շարժման վերջնական հաջողության համար: Հարկավոր է նաև խելամիտ պահնաջների հստակ սահմանումն իրականացնել այնպես, որպեսզի այն իրականացնելու համար ռազմավարական քարոզարշավների մասնակիցները հնարավորինս քիչ շեղվեն իրենց առօրյա կյանքի հունից:
