ԵԱՏՄ զեկույցը շատերի մոտ է լուրջ հարցեր և մտահոգություններ առաջացրել. Հայաստանի համար լրացուցիչ խոշոր ռիսկերը ուղղակի անթույլատրելի են. Գագիկ Ծառուկյան

Օրեր առաջ հրապարակված ԵԱՏՄ զեկույցն այն մասին, թե ինչ է սպառնում Հայաստանի տնտեսությանը, եթե մեր երկիրը դուրս գա ԵԱՏՄ-ից, կամ կասեցվի անդամությունը, վստահ եմ՝ շատերի մոտ է լուրջ հարցեր և մտահոգություններ առաջացրել։ Ես փորձեցի պատկերացնել իրական ռիսկերը՝ բոլոր հնարավոր տեսանկյուններից։

Նախ՝ բոլոր թվերի հետևում պետք է տեսնել մարդկանց։ Որպես ռեալ բիզնեսի, արտադրության ոլորտով անցած մարդ, ես ավելի պարզ եմ տեսնում առաջին հերթին հենց այդ ռիսկերը։ Պիտի հասկանանք, որ չոր տնտեսական զեկույցի հետևում մարդիկ են։ Բոլոր նման «տոկոսները»՝ անկման, թանկացման, խոսում են հազարավոր բիզնեսների փակման և սնանկացման վտանգի մասին, տասնյակ հազարավոր ընտանիքների, հարյուր հազարավոր մարդկանց կյանքի վատացման, բարեկեցության կտրուկ անկման մասին։ Թվերի հետևում հազարավոր մարդկանց ճակատագրեր են։ Ինձ մտահոգում են ոչ թե պարզապես թվերը, այլ՝ սովորական, իրական մարդկանց, մեր քաղաքացիների կյանքի որակի հնարավոր կտրուկ վատացումը։

Մյուս կարևոր հարցն այն է, որ նման վերլուծություն առաջին հերթին պիտի արվեր հենց Հայաստանում, ոչ թե մեզ համար դա անեին ուրիշները։ Սա մեր երկրի մասին է, մեր տնտեսության մասին է, մեր քաղաքացիների կյանքի մասին։ Դա կխոսեր մեր ներքին լրջության մասին, մեր իսկ պատասխանատու վերաբերմունքի մասին։ Ընտրություններից դեռ մեկ տարի առաջ ես խնդիր էի դրել կազմակերպել, հավաքել ոլորտային մասնագետների, գրագետ մարդկանց, որ նման սցենարներ, վերլուծություններ պատրաստեն։ Նման փաստաթղթերը առաջին հերթին Հայաստանում պետք է մշակվեն, որ մենք մեզ անընդհատ չխաբենք սիրուն ստերով, հեքիաթներով։ Պետք է հասկանանք, որ սա մեր կյանքի մասին է։ Եվ եթե մենք ինքներս արած լինեինք այս աշխատանքը, շատ հանգիստ կվերաբերվեինք ուրիշների արածին։

Եվ վերջապես երրորդ տեսանկյունը, որը ես կարևորում եմ, հնարավորությունների մասին է։ Այս թվերը նաև հակառակ կողմն ունեն՝ աշխատելու, զարգանալու լայն հնարավորություններ։ Ինչո՞ւ չօգտվենք դրանից՝ առանց ԵԱՏՄ-ում մեզ համար խնդիրներ ստեղծելու։ Հակառակը, հենց ԵԱՏՄ-ում զարգանալով, նոր հնարավորություններ ձեռք բերելով փորձենք մեր տնտեսությունը ուժեղացնել՝ լրացուցիչ շուկաների և այլ տեղերից ներդրումների շնորհիվ։ Եղած հնարավորությունները պետք չէ վտանգել, դրանք պետք է օգտագործել՝ զարգանալու, ծավալվելու համար, մեր ժողովրդի բարեկեցությունը բարձրացնելու համար։

Մեր բոլորի աչքի առաջ ամբողջ աշխարհում սկսվել են տնտեսական ցնցումներ։ Իմ գնահատականով՝ դրանք շարունակվելու են, որովհետև պատճառները խորքային են։ Այս պայմաններում փոքր Հայաստանի համար լրացուցիչ խոշոր ռիսկերը ուղղակի անթույլատրելի են։ Հիմա մենք պիտի շատ հանդարտ ու զուսպ քայլեր անենք, չքանդենք եղածը, այլ այն որպես հիմք վերցնելով՝ օգտվենք փոփոխվող աշխարհի բերած հնարավորություններից։
