Հայաստանը մտել է մի փուլ, որտեղ բարդ հարցերի ճիշտ լուծումները «այո»-ի և «ոչ»-ի պարզ հակադրությունից դուրս են, բայց ճիշտ լուծումները գտնելու համար հանրային երկխոսություն է պետք, գրել է «Այլընտրանքային նախագծեր» խմբի անդամ Վահե Հովհաննիսյան:

«Օրերս ԱԺ-ն վավերացրեց ԹՐԻՓՓԻ համաձայնագիրը։ Հայաստանում ո՞ւմ էր սա հետաքրքիր, հասարակության ո՞ր մասը հետաքրքրվեց։ Կարծում եմ՝ չնչին։ Ո՞ր կարևոր հարցն է հասարակությանը հետաքրքրքում, և ո՞ր կարևոր հարցի քննարկմանն է հասարակությունը մասնակից։ Մեր մեծագույն խնդիրը սա է։ Հայաստանում ամեն ինչ կատարվում է առանց հասարակության։ Հասարակությունը որևէ հարցում չունի մասնակցություն, ավելին՝ արդեն չկա այդ մասնակցության մեխանիզմը։

Քննարկումը եղավ Աժ-ում. ընդդիմադիր խմբակցությունների հանդեպ, իրոք, ոչ մի բողոք չունենք, հարցերի և շեշտադրումների սպառիչ ձևակերպումներ եղան։ Անկեղծ ասած, իշխանական խմբակցության մասին էլ որպես այդպիսին ասելիք չկա. իրենց իշխանության փաստաթուղթն է, պատասխանեցին հարցադրումներին որքան հնարավոր է, ու տեխնիկապես քվեարկեցին։ Բայց հանրային կյանքում որևէ լուրջ, ռացիոնալ քննարկում չեղավ։ ԹՐԻՓՓ-ը բարդ հարց է, բայց մյուս հարցերում էլ՝ գլոբալից մինչև կենցաղային, հասարակությունը նորից բացակայում է։ Իր մասին որոշումներում, իր ընթացքի, ներկայի և ճակատագրի մասին որոշումներում հասարակությունը չկա։ Սա պետք է անհանգստացնի բոլոր առողջ մտածող մարդկանց։

Ոլորտային քննարկումներում բացակայում են այդ ոլորտները, դրանց ներկայացուցիչները չկան։ Հայաստանը մտել է մի փուլ, որտեղ բարդ հարցերի ճիշտ լուծումները «այո»-ի և «ոչ»-ի պարզ հակադրությունից դուրս են։ Բայց այդ ճիշտ լուծումները գտնելու համար հանրային երկխոսություն է պետք։ Կլինի Թրիփփ, սահմանադրություն, սահմազատում, նոր ընտրություն կամ չընտրություն, հանրաքվե կամ ցանկացած այլ բարդ հարց, այս ամենը պահանջում է հանրային երկխոսություն։ Դժվար է, բայց թեկուզ կենցաղային հարցերից պետք է սկսել տարբեր ընտրազանգվածների միջև երկխոսություն։ Մենք հարցերի խորքային շերտերը պետք է հասկանանք, թե չէ միշտ նույն տեղում ենք լինելու։ ՏԻՄ 90-95 տոկոս արդյունքները և բուհերում ռեկտորների անմրցակցային (ասել է թե՝ 100 %) ընտրությունները նույն պրոբլեմի տրամաբանության մեջ են»,- գրել է նա:
