Հայաստանի կառավարությունը նոյեմբերին ծրագրում է հրապարակել նոր Սահմանադրության նախագիծը: Այս մասին Ազգային ժողովի մշտական հանձնաժողովների համատեղ նիստում «Հայաստանի Հանրապետության 2027թ. պետական բյուջեի մասին» օրենքի նախագծի քննարկման ընթացքում հայտարարեց վարչապետ Նիկոլ Փաշինյանը։

«Կհրապարակենք Նոր Սահմանադրության նախագիծը, կսկսվեն հանրային քննարկումները, կընդունվեն և կքննարկվեն առաջարկներ, դա կտևի այնքան ժամանակ, մինչև համոզվենք, որ նոր Սահմանադրության նախագիծը բավարար քննարկված է հանրության շրջանում, որից հետո կկազմակերպենք նոր Սահմանադրության նախագծի հերթական քննարկումը»,- ասել է Փաշինյանը:

Վարչապետը նշել է, որ կառավարության առաջիկա ամենակարևոր անելիքներից մեկն Ադրբեջանի հետ խաղաղության համաձայնագրի ստորագրումն ու վավերացումն է, որի համատեքստում ընդդիմության կողմից բարձրացվում է այն հարցը, թե արդյոք նոր Սահմանադրության ընդունումը երաշխավորելո՞ւ է այդ համաձայնագրի ստորագրումն ու համապարփակ խաղաղությունը:

«Մեր ջանքերն առաջիկայում ուղղված են լինելու հենց այս հարցերի պատասխանը ստանալուն: Եթե Հայաստանի կառավարող մեծամասնությունն այս բարձրացված հարցին հստակ դրական պատասխան տա և համոզիչ պատասխաններ տա նաև դրանից բխող հարցերին, թույլ տվեք արտահայտել իմ համոզմունքը, որ, եթե մենք այսպիսի դրական պատասխանների պայմաններում գնանք նոր Սահմանադրության ընդունման գործընթացով, Հայաստանի Հանրապետության քաղաքացիների ճնշող մեծամասնությունը կգա ընտրական տեղամասեր և կողմ կքվեարկի նոր Սահմանադրությանը: Եթե ունենանք դրական պատասխաններ և խորհրդարանական ընդդիմությունը դեմ արտահայտվի, դա կնշանակի, որ ընդդիմությունը դեմ է արտահայտվում Ադրբեջանի հետ խաղաղությանը: Այդ դեպքում՝ միանշանակորեն հանրային ճնշում է գեներացվելու ընդդիմության նկատմամբ, և ես կարծում եմ, որ Հայաստանի կառավարող մեծամասնությունը պետք է առաջնորդի այդ ճնշումը»,- նշել է նա:

Հայաստանն ու Ադրբեջանը 2025 թվականի օգոստոսի 8-ին նախաստորագրել են միմյանց միջև խաղաղության համաձայնագիրը Խաղաղության համաձայնագիրը վերջնականապես ստորագրելու համար Ադրբեջանը որպես նախապայման է ներկայացնում Հայաստանի Սահմանադրության փոփոխությունը՝ պնդելով, թե դրանում տարածքային պահանջ կա Ադրբեջանի նկատմամբ։ Ադրբեջանը նման պնդում է անում՝ հիշատակելով ՀՀ Սահմանադրության նախաբանում ՀՀ Անկախության հռչակագրին առկա հղումը։ Հայկական կողմը բազմիցս հայտարարել է, որ ՀՀ Սահմանադրությունը որևէ երկրի, այդ թվում՝ Ադրբեջանի նկատմամբ տարածքային պահանջ չի պարունակում։ Հայաստանի ղեկավարությունը հայտարարել է, որ ցանկացած պահի պատրաստ է ստորագրել Ադրբեջանի հետ խաղաղության համաձայնագիրը։ Հայաստանի վարչապետ Նիկոլ Փաշինյանն ավելի վաղ նաև հայտարարել է, որ ՀՀ նոր Սահմանադրության նախագծում ՀՀ Անկախության հռչակագրին հղում չպետք է լինի։
