Սոցիալական կրեդիտների նոր փոփոխություն․ բարձր աշխատավարձ ստացողների հնարավորությունը կնվազի

Առաջիկայում բարձր աշխատավարձ ստացողների սոցիալական կրեդիտների հնարավորությունը կնվազեցվի, և դրա շնորհիվ կավելացվեն նրանց սոցիալական կրեդիտները, որոնք դրա կարիքն ավելի շատ ունեն։ Այդ մասին այսօր ՀՀ կառավարության նիստից հետո` ճեպազրույցի ժամանակ ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը` անդրադառնալով ֆիզիկական անձանց հայտարարագրման համակարգին։
Լրագրողի հարցը վերաբերում էր այն նոր կարգավորմանը, ըստ որի` անձի կողմից ստորագրված ու ՊԵԿ ուղարկված հայտարարագրից սստացվող սոցիալական կրեդիտների գերակշիռ հատվածը` 72 հազար դրամն այսուհետ ուղղվելու է համընդհանուր առողջության ապահովագրությանը և միայն չնչին` 28 հազար դրամն է մնալու որպես կրթության կրեդիտ։ Արդյոք ՀՀ կառավարությունը նախատեսո՞ւմ է մեծացնել կրեդիտների հանրագումարը, որպեսզի կրթության համար փոխանցվող գումարը ևս բավարար լինի։
«Իհարկե, ես ուզում էի, որ մենք դա անենք 2027 թ. հունվարի 1–ից, սակայն դեռևս վերլուծական աշխատանք կա անելու, որպեսզի մաքսիմալ դիպուկ լինենք, և մենք կգնանք այդ ճանապարհով»,– հայտարարեց Փաշինյանը։
Ըստ նրա` հայտարարագրման համակարգի նպատակն է, որպեսզի սոցիալական ծրագրերը դառնան ավելի հասցեական։
Նշենք, որ Հայաստանի Հանրապետությունում ֆիզիկական անձանց եկամուտների համընդհանուր հայտարարագրման համակարգը ներդրվել է 2023 թվականից և կիրառվում է փուլային տարբերակով։ Հայտարարագիրը պետք է ներկայացնեն ՀՀ ռեզիդենտ հանդիսացող չափահաս քաղաքացիները` առցանց՝ մինչև յուրաքանչյուր տարվա նոյեմբերի 1-ը (նախորդ տարվա եկամուտների համար)։ Հայտարարագիրը ներկայացվում է առցանց եղանակով՝ «ԵսԵմ» նույնականացման համակարգի միջոցով կամ ՀՀ ՊԵԿ պաշտոնական հարթակում։ Հայտարարագրվող եկամուտներն են` աշխատավարձ, մատուցված ծառայություններ, վարձակալություն, գույքի վաճառք, բանկային ավանդների տոկոսներ, շահումներ և այլն։
Հայտարարագիր լրացնելու ու էլեկտրոնային ստորագրությամբ հաստատելու դեպքում հնարավոր է ստանալ սոցիալական ծախսերի փոխհատուցում` տարեկան մինչև 100 000 դրամ` կատարված առողջապահական և կրթական ծախսերի դիմաց։
