29 տարվա ընդմիջումից հետո վերսկսվել է ՅՈՒՆԵՍԿՕ-ի ցանկում ՀՀ-ի հուշարձանների ընդգրկման գործընթացը

Ազգային ժողովի մշտական հանձնաժողովների համատեղ նիստում 2027 թվականի պետական բյուջեի նախագծի քննարկման շրջանակում ԿԳՄՍ նախարար Ժաննա Անդրեասյանը, ներկայացնելով մշակույթի ոլորտի հիմնական ձեռքբերումներն ու առաջնահերթությունները, ընդգծել է, որ 29 տարվա ընդմիջումից հետո Հայաստանը վերսկսել է ՅՈՒՆԵՍԿՕ-ի համաշխարհային ժառանգության ցանկում նոր հուշարձանների ընդգրկման գործընթացը։ Մինչև 2031 թվականը նախատեսվում է Համաշխարհային ժառանգության նախնական ցանկում ընդգրկել ևս 5 հուշարձան կամ հուշարձանախումբ։

«ՅՈՒՆԵՍԿՕ-ի ցանկերում ընդգրկումը ոչ միայն միջազգային ճանաչելիության, այլև կառավարման որակի բարձրացման հնարավորություն է, քանի որ կարևոր պայմաններից է նաև հուշարձանների պատշաճ կառավարման համակարգի առկայությունը»,- ընդգծել է Ժաննա Անդրեասյանը։

Ներկայում աշխատանքներ են իրականացվում պատմական Արտաշատ մայրաքաղաքի և Սյունիքի մարզի ժայռափոր բնակավայրերի հայտերի մշակման ուղղությամբ։ Նախատեսվում է առաջադրել նաև հայկական ամրոցներից մեկը: Շարունակվում են նաև ոչ նյութական մշակութային ժառանգության հանրահռչակման աշխատանքները։ Նախարարի տեղեկացմամբ՝ առաջիկա տարիներին նախատեսվում է ՅՈՒՆԵՍԿՕ-ի համապատասխան ցանկերում ընդգրկման ներկայացնել ևս երկու տարր։

Անդրադառնալով արդեն արձանագրված արդյունքներին՝ Ժաննա Անդրեասյանն առանձնացրել է «Արենի-1 քարայր. նախնադարյան կյանքը և գինեգործությունը Արփա գետի կիրճում» հայտը, ինչպես նաև Իրանի հետ համատեղ ներկայացված՝ անձրևի և ջրի հետ կապված ավանդույթներին վերաբերող հայտը, որը հնարավորություն է տալիս միջազգային հարթակում հանրահռչակելու նաև Վարդավառի հայկական ավանդույթը։

2027 թ․ հուշարձանների ամրակայմանը և վերականգնմանը կհատկացվի շուրջ 1.79 մլրդ դրամ

Նախարարի տեղեկացմամբ՝ վերջին տարիներին զգալիորեն ավելացել են հուշարձանների վերականգնման պետական հատկացումները։ Եթե 2022 թվականին այդ նպատակով տրամադրվել է 213 մլն դրամ, ապա 2025 թվականին ֆինանսավորումը հասել է 1.386 մլրդ դրամի՝ աճելով շուրջ 6.5 անգամ։ Իսկ 2027 թվականին հուշարձանների ամրակայման, նորոգման և վերականգնման համար նախատեսվում է շուրջ 1.79 մլրդ դրամ։ Աշխատանքներ կիրականացվեն 21 հուշարձանում, որոնցից 13-ում կշարունակվեն արդեն մեկնարկած ծրագրերը, իսկ 8-ում կսկսվեն նոր աշխատանքներ։ Մինչև 2031 թվականի ավարտը նախատեսվում է վերականգնել ևս 40 հուշարձան։

Ժաննա Անդրեասյանն ընդգծել է, որ Հայաստանում վտանգված հուշարձանների թիվը հասնում է մի քանի հարյուրի, ուստի անհրաժեշտ է պահպանել վերականգնման աշխատանքների տեմպը։ Միաժամանակ պետություն-մասնավոր համագործակցության շրջանակում վերականգնման աշխատանքներ են իրականացվում ևս 9 պատմամշակութային հուշարձանում։
