Փետրվարի 26-ին ԻԻՀ-ում տեղի են ունենալու Մեջլիսի և Բանիմացների խորհրդի ընտրությունները, որոնք թեև ունեն կարևոր նշանակություն, քանի որ առաջինը երկրի օրենսդիր, իսկ երկրորդը գերագույն հոգևոր առաջնորդին ընտրող մարմիններն են, սակայն նախընտրական ողջ գործընթացին հետևելուց հետո կարելի է ենթադրել, որ թյուր են այն մոտեցումները, որոնք հիմնված են ընտրությունների արդյունքում սպասվող համակարգային փոփոխությունների տրամաբանության վրա:

Իրանի կառավարման համակարգի առանձնահատկություններից մեկն այն է, որ ընտրությունների անցանկալի հետևանքները կանխվում են նախքան ընտրությունները, ուստի այդ երկրի ներքին և արտաքին ռազմավարություն մշակողների և իրականացնողների համար ընտրություններն անակնկալներ, որպես կանոն, չեն մատուցում: Այս անգամ ևս նախընտրական գործընթացներն անցան Իրանում հարաբերական հարթ, առանց ավելորդ լարվածության, հանգիստ մերժվեցին այն թեկնածությունները, որոնք հակասում են իսլամական կառավարման սկզբունքներին և չափորոշիչներին:

Քանի որ Կենտրոնական ընտրական հանձնաժողովի գործառույթ ստանձնած Սահմանադրությունը պահպանողների խորհուրդը հիմնականում մերժեց բարեփոխական թևը ներկայացնողների թեկնածությունները, դա ստեղծեց պատրանք առ այն, որ բարեփոխականները ցանկանում են համակարգային փոփոխություններ, որին ընդդիմանում են պահպանողականները՝ մոռանալով, որ ի դեմս բարեփոխականների՝ գործ ունենք ոչ թե արևմտյան լիբերալ-ազատական հայացքների տեր քաղաքական միավորի, այլ ուժի հետ, որը ծնունդ է իսլամական կառավարման համակարգի:

Իսլամական կառավարման համակարգն Իրանում կայացել և գոյատևել է պահպանողական գաղափարախոսության շնորհիվ, որին որպես այլընտրանք և լրացնող՝ ներկայացել է չափավոր ազատական բարեփոխական գաղափարախոսությունը: Վերջինս, եթե վերահսկելիության տիրույթում է, ապա ոչ միայն կարող է, այլ պետք է գոյություն ունենա, քանի որ նրա առաջարկած այլընտրանքային ուղիները երբեմն շատ արդյունավետ են լինում ներքին և արտաքին քաղաքականության մեջ: Օրինակ՝ 2013 թ. նախագահական ընտրություններից հետո մենք տեսանք, թե Իրանի բարեփոխական կառավարությունն ինչպիսի շոշափելի արդյունքներ գրանցեց ԻԻՀ-ի միջուկային հիմնախնդրի լուծման հարցում:

Նախընտրական շրջանում ընտրացուցակների զտումները պայմանավորված էին այն հանգամանքով, որ բացառվի իսլամական կառավարման համակարգի համար վտանգ ներկայացնող մարդկանց մուտքը խորհրդարան և Բանիմացների խորհուրդ՝ անկախ նրանց այս կամ այն թևին հարելու իրողությունից: Այն, որ ասվում է, թե իբր 6230 մեջլիսի պատգամավորի թեկնածուների մեջ զտումների հետևանքով մնացել է միայն 70 բարեփոխական, արվում է ինչ-ինչ քարոզչական նպատակներով: Պահպանողական և բարեփոխական լինելու հարցը չի կարգավորվում օրենքով, չկան կուսակցություններ և կուսակցական բաժանում, հետևաբար մարդը կարող է մի օր ներկայանալ որպես բարեփոխական, հաջորդ օրը պահպանողական կամ զբաղեցնի դրանց միջև միջանկյալ դիրք՝ ապակողմնորոշման պատճառ դառնալով:

Նկատենք նաև, որ գործող նախագահ Հ. Ռուհանին նախքան նախագահ դառնալն առավելապես ճանաչված է եղել որպես պահպանողական գործիչ, իսկ ռահբարը նախքան 1989 թ., երբ դարձավ գերագույն հոգևոր առաջնորդ, գերազանցապես բարեփոխական հայացքներ է ունեցել:
