Կրթության և գիտության նորանշանակ նախարար Լևոն Մկրտչյանը հայտարարել է, որ կրթության ոլորտը պետք է հեռու լինի քաղաքականությունից:

Past.am-ը զրուցել է Կրթության ազգային ինստիտուտի փոխտնօրեն Անահիտ Բախշյանի հետ և ճշտել՝ որքանո՞վ է նորաշանակ նախարարի հայտարարությունը վստահություն ներշնչում: Տիկին Բախշյանն ասաց, որ այդ ամենը կերևա գործընթացի մեջ, այսօր միայն կարելի ողջունել այդ սկզբունքային մոտեցումը: Մեր զրուցակիցը դեռ չգիտի՝ ի՞նչ մեխանիզմներով և քայլերով պետք է դա արվի: «Նշեմ, որ 1998 թ-ին, երբ Լևոն Մկրտչյանն առաջին անգամ նշանակվեց, դրվեց խնդիր՝ ապակենտրոնացնել կառավարումը: Դա շատ սերտ կապված է ապաքաղաքականացնելու հետ: Դա նշանակում է դպրոցին տալ ինքնավարություն: Այսինքն՝ դպրոցը չլինի մարզպետի, համայնքապետի, նախարարի համար խամաճիկ: 2002 թվականին դպրոցների օրինակելի կանոնադրության մեջ գրվել է, որ խորհրդով ընտրված տնօրենի աշխատանքային պայմանագիրը հենց խորհուրդը պետք է հաստատի և ստորագրի: Այդ գաղափարը դրվեց «Հանրակրթության մասին» օրենքի մեջ ԱԺ կրթության հանձնաժողովի նախագահ Արմեն Աշոտյանի օրոք: Բայց արդեն նախարար Աշոտյանի օրոք գրվեց, որ տնօրենը պայմանագիր է կնքում մարզպետի հետ: Այս 15 տարիների ընթացքում կառավարումն ապակենտրոնացնելու փորձեր եղել են: Կրկնում եմ՝ սա շատ ուղիղ կապ ունի ապակուսակցականացման հետ, բայց ոչ մի նախարարի դեռ չի հաջովել դա իրականացնել: Տեղական ինքնակառավարման մարմինների ղեկավարները մեր երկրում զորեղ են օրենքից»,- ասաց Ա. Բախշյանը:

Հարցրեցինք՝ համաձա՞յն է տիկին Բախշյանը, որ պաշտոնաթող նախարար Արմեն Աշոտյանի օրոք կրթական հաստատությունների քաղաքականացվածությունը մեծ ծավալների է հասել: Մեր զրուցակիցն ասաց, որ այդ ամենն ավելի ընդգծվեց, երբ պարոն Աշոտյանը դարձավ Հայստանի Հանրապետական կուսակցության փոխնախագահ: Ըստ Անահիտ Բախշյանի՝ չէր երևում կուսակցության փոխնախագահի և նախարարի պաշտոնների տարանջատումը: «Անցած 15 տարիների ընթացքում ուսումնասիրել եմ այս ոլորտի հետ կապված բոլոր փաստաթղթերը՝ օրենք, կարգ, կառավարության որոշում: Ուսումնասիրություններս ցույց են տալիս, որ բոլոր քաղաքական ուժերին էլ, որոնց ներկայացուցիչները ղեկավարել են կրթության ոլորտը, ձեռնտու է այն, ինչ այսօր կա: Իմ վերլուծությունը վկայում է, որ թե՛ ՕԵԿ-ին, թե՛ ՀՅԴ-ին, թե՛ ՀՀԿ-ին ձեռք է տվել նման վիճակը: Ժամանակը ցույց կտա, թե ինչպես պետք է նոր նախարարը ծռի, փոխի, նոր մշակույթ և գաղափար բերի», - իր խոսքը եզրափակեց Անահիտ Բախշյանը:
